💻Digital Transformation in Construction: Discussion on the Status of Property Rights Registration and Technical-Economic Indicators
📅On December 20, 2024, a discussion was held on the status of implementing the registration of special property rights in the Unified State Electronic System in the Construction Sector (USESCS) and an analysis of technical-economic indicator datasets. The event was organized by the Confederation of Builders of Ukraine in cooperation with the project “Digital Transformation Activity” (DTA).
✔️The event was moderated by Oleksandr Chervak, CEO of the CBU, who introduced the participants and outlined the key topics of discussion.
👤Oleksandr Honcharenko, Senior Project Manager of the DTA, provided an update on the status of implementing the registration of special property rights (SPR) in the USESCS.
He presented statistics on initial registrations of SPR by regions of Ukraine. The leading region in terms of the number of registrations is Lviv, followed by Kyiv, Ivano-Frankivsk, Zakarpattia, and Volyn regions.
📍Mr. Honcharenko highlighted the issues users face when assigning identifiers. These include incorrect determination of a building (assigning an identifier to separate parts), assigning an identifier to a phase of construction, and assigning an identifier to premises and objects not suitable for this purpose.
🗨 "The work with identifiers is also described in the training materials, and there is a video. You just need to approach it carefully, perhaps read it again, understand the logic, and assign them correctly," stated the Senior Project Manager of the DTA.
In addition, Oleksandr Honcharenko discussed the legal issues related to incorrect registration of SPR, illegal mechanisms for attracting funds, and outlined the issues about the registration of property rights information for objects.
👤Anna Laievska, Head of the CBU Committee on Development, Commercial Director of Intergal-Bud, reported that Intergal-Bud is currently developing a practical case for SPR with the support of the Ministry for Communities and Territories Development of Ukraine and the Ministry of Digital Transformation of Ukraine.
🗨 "This is a pilot project for entering an old object with an old permit into the special property rights database and creating future real estate objects for that object," explained Ms. Laievska.
She mentioned that the team faced a number of issues during the implementation of this project, such as:

🔸Verifying old permitting documentation
🔸Adapting the system for old objects
Anna Laievska raised a number of relevant questions regarding the implementation of future real estate objects, particularly in the legal, financial-fiscal spheres, and concerning the entry of objects into the system, to which the experts provided detailed answers.
👤Oleksandr Tereshchenko, Expert of the DTA, talked about working with sets of technical-economic indicators for construction objects and pointed out the key areas to pay attention to.
📝He listed the changes that took place in 2024, including the adoption of the National Classifier of Buildings and Structures, and mentioned that the Urban Planning Classifier will be adopted by the end of 2024.
He also informed about changes in technical-economic indicators and their specifics.
👤Olga Sydorchuk, Head of the CBU Committee on Normative and Legislative Activities, Head of SEMPRA LAW, reported that CBU is ready to address the relevant state authorities, including the Ministry for Communities and Territories Development of Ukraine and the profile Committee of the Verkhovna Rada of Ukraine, to regulate issues related to future real estate objects. In particular, she emphasized fiscal issues, matters regarding the valuation of the future real estate objects, and the topic of controlling the entry of identifiers.
During the discussion, participants were able to ask questions and receive comprehensive answers from the experts.
