🏗️ Financing of reconstruction, development of social housing, and the role of developers and municipalities were discussed during the Recovery Construction Forum Ukraine 3.0.

Oleksandr Chervak, CEO of the Confederation of Builders of Ukraine (CBU), and Olena Kononenko, Exhibition Director of ReBuild Ukraine and Aquatherm, also addressed the participants with welcoming remarks.
The panel was co-moderated by Oleksandr Slobozhan, Executive Director of the Association of Ukrainian Cities.

Key legislative and regulatory prerequisites for the transition from financing to the implementation of reconstruction projects were outlined by Olena Shuliak, Head of the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning.

Nataliia Kozlovska, Deputy Minister of Communities and Territories Development of Ukraine, presented the Ministry's vision regarding the update of construction regulations, improvement of permitting procedures, and implementation of modern tools for reconstruction projects.

Kristina Mikulova, Head of the Regional Representation of the European Investment Bank (EIB) in Eastern Europe, spoke about the EIB's approaches to financing Ukraine's reconstruction projects.

📲 Oleksandr Novytskyi, Head of the State Inspection of Architecture and Urban Planning of Ukraine, outlined the key barriers at the start of construction and steps towards their simplification and digitalization.

☑️ The second block of the forum was dedicated to the new housing policy: from compensation to a new housing stock. The panel was moderated by Serhii Mamedov, Vice President of the CBU, Chairman of the Board of Globus Bank.

☑️ The third panel of the forum, "Entering Reconstruction Projects: Tools and Practice for Business," focused on practical mechanisms for the participation of Ukrainian companies in recovery projects. This included access to financing, state support tools, requirements of international partners, and the formation of a high-quality project portfolio to attract investment.

The moderators were Denys Verhun, Editor-in-Chief of SPEKA, and Ivan Slobodianyk, Executive Director of the All-Ukrainian Association of Communities.
