🚧 From Discussions to Actions: The Role of Public-Private Partnership in Community Recovery

📍 On June 24, 2026, within the framework of the Ukraine Recovery Conference 2026 in Gdańsk, Poland, a round table entitled "Municipal Public-Private Partnership in Ukraine: How to Attract Private Capital for Community Recovery" was held. The event was organized by the We Build Ukraine think tank in partnership with the "Together with Kernel" Charitable Foundation and the Kernel company, with the support of the CBU.

The event brought together representatives of the public sector, international financial institutions, business, investors, the expert community, and local self-government bodies. The participants focused on the issues of attracting private capital to community recovery, developing public-private partnership mechanisms, and shaping an effective recovery ecosystem.

In the first block of the discussion, participants addressed the key barriers to attracting private capital to communities, the institutional capacity of local self-government bodies, and the need to develop high-quality investment projects.

⚙️ The second block of the discussion was dedicated to practical mechanisms and types of projects that can be implemented today.

🌐 The third block of the discussion focused on shaping an ecosystem to attract private capital into communities. The panelists discussed the formation of a joint state and investment policy for community recovery, the preparation of investment-ready projects, and the development of human resources.

In this context, Lev Partskhaladze, President of the Confederation of Builders of Ukraine, outlined the systemic challenges that directly affect the market's ability to implement such initiatives in practice. He also noted that foreign investments remain limited, meaning that Ukrainian companies act as the main investors today.

🗒️ The participants of the event concluded that the development of municipal public-private partnerships can become one of the key tools for attracting investments into community recovery and forming Ukraine's modern infrastructure.
