🏥HEAL Ukraine Attracts New Partners for the Reconstruction of Medical Facilities
On March 26, Oleksandr Chervak, CEO of the Confederation of Builders of Ukraine (CBU), participated in an online conference held within the framework of the project “Strengthening the Health System and Saving Lives” (HEAL Ukraine) (hereinafter – the HEAL project).
The event was also attended by:
👤Ihor Kuzin, Deputy Minister of Health - Chief State Sanitary doctor of Ukraine, HEAL Ukraine Project Coordinator;
👤Jakub Kakietek Senior Health Economist at the World Bank Country Office in Ukraine;
👤Andrii Petrov, Construction Consultant of the Project;
👤Oleksandr Zhyhanov, Procurement Consultant of the Project;
👤and others.
📍The participants discussed involvement in the construction and reconstruction of medical facilities. In particular, Ihor Kuzin presented the HEAL project, its components, funding volume, current results, and future plans.
He noted that the HEAL project aims to restore and improve access to essential medical services, address new and urgent healthcare needs, and ensure financial protection in emergency situations.
🏗️Among other things, Mr. Kuzin informed about the progress of ongoing construction works, specifically at Irpin Central City Hospital, primary healthcare centers in Vinnytsia region, and the outpatient department of the Nosivka City Hospital named after F.Ya. Prymak (Chernihiv region).
🏥Conference participants were invited to join the reconstruction and restoration efforts in the healthcare sector. In 2025, the Project plans to begin the reconstruction of the Regional Children’s Clinical Hospital in Mykolaiv, the Central City Hospital in Rivne, and the construction of the “Phoenix” Comprehensive Rehabilitation Center in Volyn region, among others.
Special attention was given to institutions such as the Mental Health and Veterans’ Rehabilitation Center “Lisova Polyana,” the 4.5.0 Rehabilitation Center in Uzhhorod, and the National Medical and Rehabilitation Center “Tsybli” in Kyiv region.
☝️Jakub Kakietek emphasized the importance of collaboration and the potential investment opportunities for both Ukrainian and international companies.
Additionally, during the event, experts noted that companies involved in construction within the HEAL project may be granted critical enterprise status and have the opportunity to reserve employees for the duration of the construction works on the above-mentioned facilities.

The event organizers provided detailed information regarding the terms of the tender procurement process and the requirements for participants in electronic bidding.
👥The online conference brought together around one hundred participants, including representatives of the World Bank Group, the Council of Europe Development Bank, construction and engineering companies, and medical institutions.
