📆 On April 22, 2026, as part of the Recovery Construction Forum Ukraine 3.0, a panel discussion titled "New Housing Policy: From Compensation to New Housing Stock" was held. The session focused on housing policy, affordability, and practical mechanisms for implementing housing programs during the reconstruction period.

 

Olena Unanyan, Director of Developer Relations at LUN, presented updated housing market analytics, highlighting a gradual recovery in development activity and an increase in new construction volumes.

 

📊 Notably, in 2025, the number of sales launches for residential complexes in Ukraine rose by 17% to 224 projects (compared to 192 in 2024). This indicates that developers are steadily returning to the active phase of launching new projects.

 

The regional market structure shows a shift in activity: Lviv Oblast (+27%) and Kyiv Oblast (+109%) emerged as leaders in sales launches, while some other regions experienced declines due to security risks.

 

🏢 The housing completion segment shows relative stabilization: 9.55 million m² of housing were commissioned in 2025, which is only 2% less than in 2024 (slides 23–24).

 

📉 The number of completed apartments in 2025 totaled 61,400 units, a 9% decrease compared to the previous year (slide 28).

 

Price dynamics in the primary market remain moderate:

🔸 Kyiv: average price is approximately $1,330/m² (+3% YoY).

🔸 Kyiv Oblast: $890/m² (+11%).

🔸 Lviv: $1,410/m² (+4%).

 

🏘️ Secondary market prices are also showing growth: in Kyiv, the average apartment price reached $70,000 (+9% YoY), and in Lviv, approximately $71,800 (+11%).

 

📊 Overall, the analytics indicate a gradual recovery of the primary housing market, an uptick in new project launches, and developers' adaptation to new conditions. At the same time, the key influencing factors remain the security situation, access to financing, and demand shifting toward safer, energy-efficient, and autonomous housing.
