⚖️ Housing policy as a priority: comprehensive regulation of the market and formation of the housing stock is being prepared

Olena Shulіak, Head of the Committee of the Verkhovna Rada of Ukraine on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning, during the Business Day of the KBU, which took place on March 18, 2026, informed about current legislative initiatives and key directions of state housing policy.

📍 The development of a modern housing policy and the establishment of a comprehensive legislative framework have been identified as one of the priorities of the Ukrainian Parliament.

🗓️ In particular, on January 13, 2025, a law was adopted that lays down the fundamental principles of state housing policy. Further legislative changes are currently being prepared, aimed at regulating the activities of real estate agents, the functioning of the rental market, and the management of the housing stock.

👥 Special attention is being given to the consideration of a comprehensive draft law that is expected to create legal conditions for the formation of housing stock at the level of territorial communities.

💭 According to the speaker, the Confederation of Builders of Ukraine (CBU) plays an important role in the implementation of these initiatives. In this context, a number of key requests were addressed to the Confederation.

🏤 First of all, this concerns strengthening cooperation with the Government of Ukraine, in particular regarding urban planning conditions and restrictions, as well as the introduction of DIAM as a pre-trial appeal body. The relevant resolution has already been registered, and an active position of the CBU is important to accelerate its adoption.

📄 It was also emphasized the need to establish systematic cooperation with the Ministry of Culture and Information Policy of Ukraine, as the absence of a number of regulatory acts complicates the implementation of projects in historical areas, in particular due to the lack of clear procedures for scientific and design documentation.

💻 The importance of supporting the legislative initiative on the implementation of BIM technologies in large-scale infrastructure projects was also highlighted. A consolidated market position with the participation of the CBU is essential to ensure the draft law is brought to the second reading in Parliament as soon as possible.
