🏗️ How to Attract International Investment for Ukraine's Reconstruction

🗓️ On May 28, 2026, within the framework of the V Foreign Investment Congress, organized with the support of the CBU, a panel discussion titled "Construction and Infrastructure of Ukraine: Investment Opportunities, State Support, and Financial Mechanisms" took place, moderated by Oleksandr Chervak, Director General of the Confederation of Builders of Ukraine.

The participants discussed the key conditions for attracting international investments, financing mechanisms for recovery, and Ukraine's transition from the rapid response stage to systemic, long-term reconstruction.

🏛️ During the discussion, it was emphasized that the reconstruction of Ukraine should be viewed not as a cost of eliminating the consequences of war, but as a strategic investment in the future development of the state's economy. That is why the issues of high-quality spatial planning, infrastructure development, the creation of clear rules for investors, and the formation of effective financial mechanisms are of particular importance.

📑 Special attention was paid to the quality of project preparation. Participants emphasized that the ability to attract international financing directly depends on the professional preparation of feasibility studies, technical documentation, procurement procedures, and compliance with international management standards. The speakers also noted the importance of avoiding a chaotic approach to reconstruction, the need for comprehensive strategic planning at the state level, and the implementation of international contract standards, particularly FIDIC approaches, to increase the trust of international partners in the Ukrainian construction market.

🌍 The attendees also discussed the issue of Ukraine's institutional and technical capacity to implement large-scale infrastructure projects in accordance with international standards and procedures.
Closing the panel discussion, Oleksandr Chervak, Director General of the CBU, expressed the Confederation's readiness to support and integrate the proposed ideas into its work.
