🏗️New Technologies for Building Protection: The Path to Ukraine’s Recovery and Development
On December 11, 2024, a professional forum “MODERN SYSTEMS OF PROTECTION FOR BUILDING STRUCTURES” was held, organized by the Confederation of Builders of Ukraine in collaboration with the Center for Waterproofing and Roofing.
✔️The forum was moderated by Oleksandr Chervak, CEO of the CBU, who introduced the forum's agenda and presented the distinguished guests and partners of the event.
👤Lev Partskhaladze, President of the CBU, expressed gratitude to the forum participants and emphasized the importance of such events. He noted that the Recovery Construction Forum 3.0, which took place in Warsaw, Poland, brought together over 2,500 companies ready to actively participate in Ukraine’s reconstruction.
🗨️“We believe the war will end, and we know that after it comes a great reconstruction. Therefore, we must already discuss Ukraine's recovery strategy and move towards a great Victory,” stated Mr. Partskhaladze.
☝️The President of the CBU highlighted that 70% of multi-story buildings in Ukraine were built after World War II, and currently, 80% of them are considered outdated. In his view, after the war's end, it would be more reasonable to focus on constructing new social infrastructure rather than reconstructing the existing one. This will require implementing modern practices and actively expanding partnerships to ensure high-quality recovery efforts.
Additionally, Lev Partskhaladze stressed the relevance of the forum's theme, as the quality of building structure protection directly impacts the safety, durability, and energy efficiency of buildings.
👤A welcoming address was also delivered by Serhii Yelantsev, Director of LLC "Center for Waterproofing and Roofing" (CW&R), one of the co-organizers of the forum. He noted that this forum offers professionals an opportunity to pool their expertise to develop modern solutions for building protection and Ukraine's recovery.
📈CW&R has been operating in the market for over 20 years and is now the official representative of European manufacturers that actively introduce modern materials and technologies for the protection and restoration of building structures. Together with leading scientific institutes, CW&R works on cost-estimation standards and regulations that address complex restoration challenges. Additionally, the company's specialists are actively involved in the development of innovative technologies and state construction standards in Ukraine.
👤Olena Shuliak, Head of the VRU Committee on State Building, Local Governance, Regional and Urban Development, and Head of the "Servant of the People" Party, noted that, according to the World Bank's RDNA3 report, as of December 2023, Ukraine’s reconstruction needs amounted to $486 billion. However, 2024 has brought yet another severe challenge: the enemy continues to destroy purely civilian infrastructure. Thus, updated damage estimates may exceed $600 billion or even more.
🏠Every destroyed building is not just a lost home but also an opportunity to build a new, strong, and modern one. Every damaged object is a space for innovation and new solutions that will define the future of Ukraine.
Future recovery is more than just new foundations, walls, bricks, and concrete. It’s a chance to:
🔹 develop the national manufacturing sector;
🔹 implement advanced technologies and create new industries;
🔹 promote sustainable development;
🔹 establish a circular economy;
🔹 transition to green energy;
🔹 design human-centered solutions.
📍Ms. Shuliak stated that the Verkhovna Rada’s relevant Committee is already working on the foundation for recovery. According to her, the draft law “On the Foundations of Ukraine’s Recovery” will serve as a kind of Constitution for rebuilding. Hundreds of experts and professionals are participating in its development, not only creating the document but also preparing to implement it in practice.
🗨️In conclusion, Olena Shuliak remarked: “I sincerely believe that such gatherings will help find the best modern methods and approaches for recovery, positively contributing to the development of our state.”*
🗨️“Today, Ukraine is working on reconstruction, and we must not only restore the infrastructure but also lay the groundwork for more modern, innovative, and new environments that are comfortable and built according to new urban planning approaches,” emphasized Natalia Diuzhylova, Deputy Head of the State Inspection of Architecture and Urban Development of Ukraine.
According to Ms. Diuzhylova, the implementation of European standards, particularly the provisions of EU Regulation 305/2011, which sets basic requirements for construction products, is urgently needed in Ukraine.
The key criteria of the Regulation include:
🔹 mechanical strength and stability;
🔹 fire safety;
🔹 energy efficiency;
🔹 resistance to external factors.
☝️Natalia Diuzhylova assured that implementing the Regulation today would create a transparent market for construction materials, enhance the competitiveness of Ukrainian manufacturers, and build trust with international partners.
🚪To facilitate the implementation of the law regarding EU Regulation 305/2011, an electronic cabinet for construction product manufacturers has been established. A significant number of companies have already registered their first declarations of construction product performance indicators.
Natalia Diuzhylova noted that this year, the State Inspection of Architecture and Urban Development of Ukraine held several meetings with manufacturers to provide explanations regarding the preparation of such declarations and their placement in the Unified State Electronic System for Construction. She expressed the Inspection‘s readiness to cooperate with businesses and continue holding similar meetings in the future.
👤 Olena Voskobiynyk, Director of the Department of Technical Regulation in Construction at the Ministry for Community and Territorial Development of Ukraine, stated that technical regulation is one of the most important aspects for achieving Ukraine's reconstruction goals.
The Ministry for Community and Territorial Development of Ukraine is open to implementing innovative approaches and applying them in state construction standards and in forming general construction policies.
📝 Ms. Voskobiynyk noted that within the framework of new legislation on construction products, the issue of introducing innovative materials and technologies to the market has been regulated. A conformity assessment procedure has been introduced, ensuring the possibility of using new products while complying with all established legislative norms and procedures.
👤 Oleksiy Dniprov, Rector of Kyiv National University of Construction and Architecture (KNUCA), emphasized the relevance of the forum's theme and shared that the university is actively working on the development of new technologies, particularly in the field of building structure protection.
♻️ KNUCA is working on the implementation of new methods for the simultaneous use and recycling of large-scale reinforced concrete structures and the development of new technologies to protect concrete structures from damage and corrosion.
🎓 The Rector introduced forum participants to a new course on waterproofing, which will teach the application of modern approaches to the protection of building structures.
🧪 Mr. Dniprov announced that a new laboratory with modern equipment specializing in the restoration of building structures would soon be opened at the university. In addition, an independent accredited laboratory for material testing is already operational.
🗨️ “I am confident that the university's specialists can make a significant contribution to Ukraine's recovery and its infrastructural potential. We have all the necessary resources for this,” summarized Oleksiy Dniprov.
📌 As part of the professional forum "MODERN SYSTEMS OF BUILDING STRUCTURE PROTECTION," three discussion panels were held, involving representatives of government bodies, institutes and universities, businesses, and research institutes.
🗣️ Participants discussed regulatory aspects, current challenges, and opportunities to improve building protection systems, the implementation of modern materials and technologies for strengthening structures, innovative solutions in the field of precast concrete, self-healing concrete technologies, as well as approaches to arranging and waterproofing infrastructure and energy facilities.
The participants also shared experiences in implementing energy efficiency projects for buildings and structures, including the use of metal-plastic structures, large-format ceramic blocks, modern facade systems, and explored practical cases from the Energy Efficiency Fund.
