🌐On April 11, 2024, the RECOVERY CONSTRUCTION FORUM UKRAINE was held, which brought together representatives of the authorities and the construction community to discuss the current challenges of the industry and effective coordination of efforts to rebuild Ukraine.

 

The forum was attended by more than 2,000 people, including representatives of communities, construction businesses, architects, students of construction specialties and other guests.

 

 

🔹The first block of discussion was devoted to the state policy of reconstruction of Ukraine.

 

👤Nataliia Kozlovska, Deputy Minister for Communities, Territories and Infrastructure Development of Ukraine, spoke about the current priorities for the restoration of communities and infrastructure, tools and resources provided to communities for their participation in the restoration process. Nataliia Kozlovska paid special attention to effective coordination between various departments and local authorities in the process of reconstruction.

 

💬"If something happens, it is only thanks to the symbiosis of the state and the market. Thank you, those who support us in the implementation of solutions, sometimes suggesting what will not work and what needs to be improved," said Nataliia Kozlovska.

 

 

👤Valeriya Ivanova, Deputy Head of the State Agency for Reconstruction and Development of Infrastructure of Ukraine (Agency for Reconstruction), spoke about the areas of responsibility of the Agency for Reconstruction: these are large infrastructure facilities, transport infrastructure, logistics and border crossing checkpoints, front-line infrastructure, restoration of damaged and destroyed cities and villages, restoration of housing and social infrastructure. For example, 330 bridges were repaired during 2022-2023.

 

💬 "Monitoring and analysis of purchases has already been implemented - we verify the tender documentation with experts for the absence of discriminatory criteria. We also evaluate the effectiveness of purchases, analyze estimates, and improve approaches," said Valeriya Ivanova.

 

👤Oleksandr Novytskyi, Head of the State Inspectorate for Architecture and Urban Development of Ukraine, told what mechanisms exist to ensure the transparency of the work of Inspectorate, in which direction they will develop. In particular, he noted the role of automating the processes of obtaining permit documentation for transparency. So, over the past year, the number of appeals for objects of the CC2 and CC3 consequences class has increased.

 

💬"For us, a builder is a businessman who creates added value. We stand, as from the first day of existence, clearly and confidently on zero tolerance for corruption. If you don't have experience, contact us and check," Oleksandr Novytskyi assured.

 

He said that this year the decision is overdue and a preliminary draft of the Cabinet of Ministers of Ukraine resolution has already been prepared to restore full licensing: "We are already on the finish line when we will be able to restore normal licensing, but taking into account past experience. In order to create a convenient service that will be mainly automatic. And where the automatic mode does not work for technical reasons, our employees will be there. They are always ready to provide all the necessary professional assistance."

 

 

👤Valery Sushkevich, Head of The National Assembly of People with Disabilities of Ukraine, emphasized the importance of accessibility of space for all Ukrainians. He emphasized that, given the large number of wounded soldiers, the issue of availability is more acute than ever.

 

💬 "All state bodies should work on accessibility, so that those who protected us could live in civilized Ukraine," emphasized Valery Sushkevich.

 

👤Eugene Metzger, Chairman of the Board of Ukrfinzhytlo, informed about the current state of the eOselya program, its prospects and achievements. So, in 2024, 4 more banks were accredited in the program, 2,553 families received their housing, 70 Ukrainians bought private houses under the program.

 

💬"We are creating a new product - rent with the right of redemption. We are focusing on forcibly displaced persons", Eugene Metzger shared.

 

He also presented the innovations of the eVidnovlennia program, which are in the process of entering into force: a certificate as a down payment on a mortgage, the opportunity to buy a better and larger home, convenient integration of the program into the Diya application.

 

 

👤Lev Partskhaladze, President of the CBU, presented the initiative of the CBU regarding the need to develop typical projects of social infrastructure objects: "We must prepare. Projects that are ready for implementation will allow to rebuild the destroyed faster and better."

 

👤Oleksandr Prokudin, Head of the Kherson Regional Military Administration, presented statistics of destroyed and damaged objects in his video appeal. He talked about recovery tools and mechanisms. Oleksandr Prokudin paid special attention to helping people who suffered as a result of russian aggression.

 

👤Vitaliy Boyko and Andriy Garbuzuk, logisticians of the Bureviy brigade, presented the opportunity to help the military - through the FPV drones.

 

💬 "The help that is available now is help for support, not for Victory. We suggest joining forces," said Andriy Garbuzuk about the "Wings of Architects" initiative.

 

👤Igor Guda, Founder of Kreator-Bud, presented the role of the company in reconstruction and restoration, in particular, active participation in providing housing for the military. He noted that low-rise construction is an effective tool today, which is carried out quickly: the process of construction, connection to the eOselya program and implementation.

 

 

🔹Also within the framework of the RECOVERY CONSTRUCTION FORUM UKRAINE, the possibilities of community support and the role of business associations in reconstruction processes were considered.

 

 

👤Serhiy Mamedov, Deputy Chairman of the Board of Directors of the CBU, Vice-President of the Association of Ukrainian Banks, Chairman of the Board of Globus Bank, financial expert drew attention to the fact that in the second half of 2023, banks' loan portfolios increased by UAH 35 billion or by 16% from GDP growth.

 

👤Anatoliy Kinakh, President of The Ukrainian League of Industrialists and Entrepreneurs, spoke about the difficulties faced by business today. He noted that the most painful issue is access to resources due to the huge scale of destruction.

 

The speakers also discussed the difficulties that business faces in today's conditions and possible ways to overcome them. Representatives of the construction business told how the demand has changed in the conditions of a large number of destructions.

 

👤Viktor Zhynzher, Marketing Manager of Würth – Ukraine, noted that the projects of strengthening the foundation part after a missile strike, building up the existing monolithic slab using the "post-REBAR" technology have become more frequent.

 

👤Andriy Korol, Commercial Director of Caparol Ukraine, presented the company's experience in technical selection of solutions, documentation and full technical support of new construction facilities of key players in the Ukrainian market.

 

👤Serhii Skoryk, Sales Director of the Kvertus company, informed about the latest achievements in protection against drones. So, the company is able to manufacture thousands of devices per month and has unique combat experience against enemy drones.

 

 

🔹As part of the panel discussion "REBUILDING COMMUNITIES: OPPORTUNITIES, PLANNING AND INNOVATIONS", the communities presented their basic needs and priorities, own experience of reconstruction and work with international funds to attract financing. They discussed where the communities should start, in particular, within the framework of the development of a comprehensive recovery plan. Representatives of foundations and international organizations told what tools and mechanisms they use to support and rebuild communities, and where to start. They noted that finding funds often causes difficulties - in order to allocate funding, you need to present a ready-made project, accordingly, you need specialists who can develop it.

 

 

🔹Also, experts took part in a discussion panel dedicated to technical regulation and reconstruction standards. They considered trends and innovations that are possible and promising for use in reconstruction and useful for communities.

 

👤Artem BEZUGLYI, Director of the State enterprise “National Institute for Development Infrastructure”, told how to speed up the implementation of innovations in construction. It is important to use active communication; to improve regulatory regulation - to create an adequate regulatory framework for the introduction of innovations (building regulations, harmonization of EN, etc.), to improve the pricing system in construction; to provide scientific and technical support for the implementation of innovations at the stage of design and to implement construction works.

 

 

🔹During the discussion of modern development, analytics and realities in war conditions were presented, including current real estate statistics. So, the pace of construction has decreased, and this also affects the duration of operation, and the geographical focus has shifted to the western regions. Demand for warehouse space is also increasing now, and developers are gradually expanding into this market.

 

🔹Architects presented their own ready-to-implement cases and their experience in implementing restoration projects. Also, Olga Sydorchuk,  Head of the CBU Committee on Normative and Legislative Activities, attorney, lawyer in the field of construction and real estate, Head of the law firm Sempra Law, and Mykhailo Sapon, the Chief architect of the Irpin, presented a practical case of reconstruction step by step - from the moment of obtaining town planning conditions to obtaining a permit for construction.

 

 

💰During the RECOVERY CONSTRUCTION FORUM UKRAINE, 4 certificates with a total amount of 1 million hryvnias from Caparol Ukraine were handed over to territorial communities!
