🌍 European Approaches to Housing Management: CBU Committee on Housing and Communal Services and Property Management

On June 18, 2026, during the CBU Business Day, the Board of Directors of the Confederation of Builders of Ukraine made a decision to establish the Committee on Housing and Communal Services (HCS) and Property Management.

📚 This step is driven by systemic changes in the legal regulation of housing policy, primarily the entry into force of the Law of Ukraine No. 4751-IX dated January 13, 2026, "On the Basic Principles of Housing Policy," as well as the need to formulate professional proposals for the further development of legislation in the housing and communal services sector.

The Committee's activities are aimed at preparing professional proposals for new legislative initiatives, harmonizing Ukrainian legislation with European approaches, developing modern models of housing stock management, implementing digital, energy-efficient, and resource-saving technologies, improving the operations of housing and communal services enterprises, developing the institution of professional property management, stimulating investment processes, as well as developing professional education in the industry.

The Committee members include:
👥 Head of the Committee - Ihor Biletskyi, Head of the "Regional Construction" Association, Rector of O.M. Beketov National University of Urban Economy in Kharkiv
👥 Deputy Head - Andrii Paramonov, Director General of the "Regional Construction" Association
👥 Deputy Head - Oksana Kulahina, President of the "Chayka" Group of Companies

Members of the Confederation of Builders of Ukraine, developers, housing stock managers, associations of co-owners of multi-apartment buildings, housing and communal services enterprises, natural monopoly entities, representatives of state authorities and local self-government bodies, scientific and educational institutions, professional associations, and the expert community are invited to participate in the Committee's work.
