🌐 On October 1, 2024, Business Day was held as part of an extended meeting of the Board of Directors of CBU!
During the event, the current challenges of the industry and effective coordination of efforts for the future reconstruction of Ukraine were discussed.

✅During the first block of Business Day, as part of an extended meeting of the Board of Directors of CBU, the participants considered the peculiarities of cooperation between business and institutions of professional (vocational and technical) education, the level of practical training of graduates and the ability of employers to cooperate with students.

✔️The discussion was moderated by Oleksandr Chervak, CEO of CBU.
👤Dmytro Zavgorodnii informed about the importance of cooperation between business and vocational education institutions in the professional practical training of education seekers.
According to Dmytro Zavgorodnii, a significant renewal of the infrastructure of educational institutions has been taking place recently, in particular, workshops that allow training in modern professions. The upgrade is carried out with the support of the state budget and international partners financing modernization projects.
One of the main goals is to create conditions for short-term programs that will help quickly acquire new skills and enter the labor market. At the same time, he emphasized the importance of dual education and internships for students and teachers, as well as cooperation with business, so that practical skills meet modern market requirements.
Experts of the EdUp project presented a study on the current state of professional and practical training of vocational education graduates in construction professions.
In particular, according to the research, the majority of masters (80%) and education seekers (71%) prefer the organization of the educational process in educational laboratories and workshops.
📚Regarding the need for educational materials, EdUp experts reported that educators note the prefer for textbooks, materials and layouts, while learners prefer videos, mobile applications and presentations.
✅The second block of Business Day of CBU was dedicated to housing development trends.
☑️The event was moderated by Oleksandr Chervak, CEO of CBU.
👤Andrii Tarasenko, Director of the department of development of partner projects and alternative products "Ukrfinzhytlo", congratulated those present on the second anniversary of the eOselia (eHousing) program and talked about the achievements of the program.
He said that more than 13,000 Ukrainian families became owners of housing worth more than 21 billion hryvnias thanks to eOselia and noted that 82 developers have already joined the program.
Among the main prospects for the development of the eOselia program, Andrii Tarasenko attributed a greater emphasis on the primary market, the creation of a unified developer questionnaire and digitization of eOselia processes.
"We have a desire to make eOselia a product that stimulates the economy," the expert emphasized.
👤Mykola Marchuk, Chairman of the Board of State Fund for Support of Youth Housing Construction (SFYH), told the participants of the discussion about the project for the development of sustainable housing solutions at the expense of grant funds from the German Government, provided through the KfW Development Bank.
He outlined the main stages of project implementation and told how Ukrainians can use this program.
So, the main conditions for obtaining a loan for internally displaced persons are:
🔸lack of housing in the territory of Ukraine (except of the one in the occupied territory, the territory of hostilities);
🔸confirmed solvency;
🔸positive credit history.
👤Olena Unanyan, LUN Development Director, informed the audience about real estate market statistics as of September 2024.
In particular, she familiarized the participants with primary market analytics, primary and secondary housing prices, and provided information on sales statistics.
The expert noted that from the beginning of the full-scale invasion until today, sales of 481 residential complexes have started in Ukraine, in particular, the largest number of new housing complexes have started sales in Lviv, Kyiv, Zakarpattia, Ivano-Frankivsk, and Ternopil regions.
She also reported that there are currently 1,543 new condominiums for sale, of which 25% started sales for the first time after February 24, 2022.
Regarding the pace of putting complexes into operation, Olena Unanyan said that in September, the State Statistics Service of Ukraine updated the report, according to which 4.57 million sq.m. of housing were leased.
👤Olena Dmitrieva, First Deputy Chairman of the Board of Globus Bank, spoke about the future of commercial mortgages in Ukraine and revealed the following topics:
🔸the level of commercial mortgages in Ukraine as of 2024;
🔸demand for mortgages on the primary market;
🔸mortgage rates in certain European countries in 2024;
🔸forecasts regarding mortgage lending in Ukraine;
🔸Western European mortgage lending trends.
According to her, the level of commercial mortgages in Ukraine does not exceed 3% of the total, but the demand for mortgages in the primary market is still quite weak.
Olena Dmitrieva compared the levels of mortgage rates in the world and answered questions about Ukraine's need for commercial mortgages.
Thus, the expert noted that citizens need a commercial mortgage if the rate is low, banks - if there is demand, the state - if there is not enough money for subsidies.
Regarding foreign trends in international lending, Olena Dmitrieva noted that most countries emphasize the energy efficiency of buildings and the uncertainty of interest rates. Also, they are currently actively implementing artificial intelligence technologies at the consulting stages and developing open banking and open data.
👤Anna Anisimova, Head of the investment and analytics department of Intergal-Bud, provided the current state of primary real estate sales, in particular, she talked about:
💠demand and transaction trends as of September 2024;
💠trends in the price policy of developers;
💠housing, which is the most bought in Ukraine;
💠payment conditions when buying housing;
💠demand trends;
💠general trends of the primrose market;
💠key problems of the primary real estate market in 2024;
💠market problems that may arise in the future;
💠potential drivers of the primary real estate market.
So, Anna Anisimova noted that currently Ukrainians most often buy ready-made housing or housing, the construction of which will be completed within the next 6 months. They mainly choose spacious housing, which is caused by the emergence of the affordable mortgage program (eOselia), which allows you to choose housing with a larger area.
As of now, the Head of the investment and analytics department of Intergal-Bud called the constant growth of construction costs and the lack of qualified personnel the key problems of the primary market.
👤Dmytro Struk, Development Director of Kreator-Bud, spoke about the main trends in residential construction, among which he named accessibility, speed and economy as the main ones. Using the example of the company's own projects, he explained how to achieve these trends.
So, on the territory of the residential complex there are a park with an area of 2 hectares with its own reservoir, children's play areas, walking alleys, sports grounds and areas for pets to walk. In addition, a sports center is located in one of the buildings of the complex, which can be used by all residents.
Dmytro Struk noted that each of the developers should continue to create new housing, opportunities for people and jobs.
👤Olga Sydorchuk, Head of the CBU Committee on Normative and Legislative Activities, Head of SEMPRA LAW, presented legal aspects of development.
In particular, she reviewed the Law of Ukraine "On guaranteeing property rights to real estate objects that will be built in the future", reforms in the field of urban planning and talked about the explanatory campaign of the State Inspection of Architecture and Urban Development of Ukraine.
Also, Olga Sydorchuk explained the conditions of participation in the "DOMIVKA + Rent and Buy" program. Thus, in the capital, internally displaced persons who are included in the register of citizens who need housing for temporary residence, and participants in hostilities can rent an apartment with a 50% discount and the possibility of further purchase of the apartment through the "DOMIVKA+" project.
✅During the third block of the event, an extended meeting of the Board of Directors of СBU was held, the participants of which discussed current issues of the construction industry and the possibilities of consolidating efforts to rebuild Ukraine.
✔️ Lev Partskhaladze, President of CBU, gave a welcome speech at the beginning of the meeting. He told the audience about the current state of the construction industry and introduced the future activities of the Confederation of Builders of Ukraine.
👤Olena Shuliak, Head of the VRU Committee on State Building, Local Governance, Regional and Urban Development, Head of “Servant of the People”, spoke about the main directions of the Draft Law on the State Budget of Ukraine for 2025.
She informed that together with the Ministry for Communities and Territories Development of Ukraine and the specialized Committee of the Verkhovna Rada, a request was submitted to include UAH 40 billion in the draft budget of Ukraine to finance the eVidnovlennia (eRenovation) program.
Also, according to Olena Shuliak, the Draft Law on the State Budget of Ukraine for 2025 provides UAH 9.4 billion for financing the eOselia (eHousing) program.
She spoke about the three main components of the Ukraine Facility plan and emphasized the importance of business and community cooperation for the further development of the state.
👤Nataliia Kozlovska, Deputy Minister for Communities and Territories Development of Ukraine, informed about the launch of the practical operation of the Urban Cadastre at the state level and the creation of a project to replace the Housing Code of Ukraine.
She familiarized those present with the main legislative processes on which the Ministry for Communities and Territories Development of Ukraine is working.
Also, Nataliia Kozlovska reminded that the Ministry of Finance of Ukraine provided an explanation to solve the VAT problem in the issue of housing construction with state funds.
👤 Oleksandr Novytskyi, Head of the State Inspectorate for Architecture and Urban Development of Ukraine, spoke about the main achievements of Inspectorate over three years of work. In particular, he noted that the number of refusals to receive a certificate of facility commissioning decreased from 49% to 20%.
Oleksandr Novytskyi presented a project of clarifications regarding the requirements for obtaining a certificate for putting the facility into operation. It is a reminder containing the main structural and system elements of construction, which depend on the acceptance of the object into operation.
Also, the Chairman of Inspectorate reminded about the possibility of online reception with the leadership of DIAM and presented the new application "Transparent Construction", which digitizes the work of state control inspectors.
Oleksandr Novytskyi announced the launch of an application for beginners in the field of urban planning, which will help companies avoid mistakes when obtaining a certificate for putting an object into operation.
👤Mykola Marchuk, Chairman of the Board of State Fund for Support of Youth Housing Construction (SFYH), introduced his colleagues to the work of the SFYH.
In particular, he cited the main support programs implemented by the foundation and talked about the involvement of SFYH employees in the expert environment and the development of regulatory and legal acts.
Regarding international cooperation, Mykola Marchuk reported on the cooperation of the Foundation with the Government of Germany and the KFV Reconstruction Bank, thanks to which the project "Residential premises for internally displaced persons" is being implemented.
👤 Yehor Fareniuk, Director of the Energy Efficiency Fund of Ukraine, spoke about the Fund's activities, development prospects and new programs.
He noted that the Energy Efficiency Fund continues to provide applications in three static directions:
💠Energy efficiency - "EnergoDIM" (EnergoHOME) program
💠Restoration of destroyed high-rise buildings - "VidnovyDim" (RectoreHOME) program
💠Installation of solar stations and heat pumps in multi-apartment buildings - "GrinDIM" (GreenHome)
Yehor Fareniuk spoke in detail about each of the programs and expressed the readiness of the Foundation to further development of each of them for the implementation of energy-efficient solutions in Ukraine.
👤Eugene Metzger, Chairman of the Board of Ukrfinzhytlo, presented the results of the eOselia (eHousing) program for two years since its inception.
💬Eugene Metzger described in details the cooperation with developers and noted that the program covers 98% of the mortgage market of Ukraine: "Even the entire banking system, which implemented mortgages in the period before the full-scale invasion, showed smaller volumes, compared to what we do in wartime".
He also announced further updates to the program, including the ability to participate in the program for borrowers who already participated in other public housing programs, but whose housing was destroyed or damaged, or located in temporarily occupied territories.
👤Tetiana Korotka, Deputie Business Ombudsman, emphasized the role of the construction industry for the economy of Ukraine and noted the positive impact of reforms that have affected the industry recently. In particular, the number of appeals related to the activity of the construction market decreased.
Tetiana Korotka also announced the start of work of the Council of the Business Ombudsman of Ukraine on recovery issues and invited to further dialogue, in particular, on the issue of creating protective structures for critical infrastructure.
🤝 Finnish partners of CBU - representatives of IHDA (Integrated Hospital Design Alliance): Jukka Vasara, Rami Kolehmainen, Henry Pesonen were also present at the event.
They presented the activities of the IHDA and described the details of support for each stage of hospital design, planning and construction.
In particular, IHDA and CBU, in cooperation with the Ministry of Health of Ukraine and the Ministry of Community and Territories Development of Ukraine, are developing a project of typical hospitals, which will allow the rapid restoration of the destroyed infrastructure. The International Federation of Red Cross and Red Crescent Societies (IFRC) and the European Investment Bank (EIB) act as supervisors of the project.
