💰Tax Policy 2025: Legislative Changes, Business Responsibility, and the Role of Government Authorities
On April 25, 2025, the Confederation of Builders of Ukraine (CBU), in partnership with the law firm “Globa&Globa,” held a roundtable dedicated to pressing issues of tax policy, legislative changes, and financial security for businesses. The event brought together representatives of the construction market, lawyers, auditors, tax law experts, as well as representatives of the Business Ombudsman Council.
The meeting was held in a hybrid format — both offline and online — which allowed for broad coverage of entrepreneurs from all regions of Ukraine.
👤The event was moderated by Oleksandr Chervak, CEO of the CBU, and Constantine Globa, Managing Partner at Globa&Globa.
In their opening speeches, they emphasized the importance of open dialogue between business and government. Disseminating information on recent legislative changes is essential for entrepreneurs to better navigate the evolving tax landscape and minimize legal risks in their operations.
Key topics of discussion included:
🔹Forward Contracts in Construction: Opportunities and Risks
Mykola Kolomiiets, lawyer at “Globa&Globa”, thoroughly analyzed the legal nature of forward contracts, outlined the specifics of their use in construction activities, and warned about potential tax risks that may arise from improper execution of such agreements.
🔹Control and Law Enforcement: How to Protect Business
Kateryna Ponomarenko, lawyer at “Globa&Globa”, highlighted the main issues related to the law enforcement practices of regulatory bodies in the construction sector. Participants received advice on effective communication with inspection authorities and ways to protect their interests.
🔹Expertise as Evidence in Tax Disputes
Iryna Ped, Managing Partner at the S&D Expert Group, shared practical experience on the use of expert opinions in court cases involving tax evasion. Specific examples were given where economic expertise became a key argument in the defense of businesses.
👤The discussion was further enriched by the speeches of honorary guests: Olena Chorna, Senior Legal Manager of the Business Ombudsman Council, and Dmytro Polyanskyi, Senior Recovery Lead of the Business Ombudsman Council.
During the event, it was emphasized that transparent communication, legal awareness, and an analytical approach are the most effective tools for ensuring business stability and financial security. Participants had the opportunity to ask the experts questions and receive practical advice for operating in 2025.
