🏗️ The CBU Business Day and the extended meeting of the Board of Directors of the CBU took place!
During the event, participants discussed cooperation with the EBRD, challenges in vocational training, and the latest updates in the construction sector.
The event brought together around 200 participants, including representatives of Ukrainian construction businesses, industry associations, educational institutions, and international partners.
💬 Lev Partskhaladze, President of the Confederation of Builders of Ukraine (CBU), emphasized: “The Confederation of Builders of Ukraine is actively expanding international cooperation — we engage with foreign associations, embassies, and companies that are ready to join Ukraine’s reconstruction. We regularly organize B2B meetings and forums where Ukrainian and international businesses find partners, agree on joint projects, and discuss technologies and investments. In recent months, representatives from Spain, Finland, Sweden, Norway, Canada, Greece, Portugal, and other countries have joined the dialogue. What’s important is that foreign companies are reaching out to CBU themselves because they see real partnership opportunities in Ukraine.”
📜Olena Shuliak, Head of the VRU Committee on State Building, Local Governance, Regional and Urban Development, Head of “Servant of the People” party, shared the latest important legislative updates in the sector. She also reminded attendees that the Government of Ukraine allocated UAH 3.5 billion to the “eRecovery” program, specifically for housing certificates. This will allow 2,000 more families to receive housing.
Ms. Shuliak also stressed the importance of communities developing detailed territorial plans.
🏭 Vitaly Kindrativ, Deputy Minister of Economy of Ukraine, focused on two key areas of economic development — industrial parks and support for investment projects with significant funding. Industrial parks in Ukraine have already evolved from a concept to real centers for restoring production, creating jobs, and attracting investment.
Mr. Kindrativ also highlighted the importance of implementing the national standard for eco-industrial parks — Ukraine became the first country in Europe to approve such a document at the state level.
Tools such as incentives for industrial parks and support for major investment projects help achieve an essential goal — restarting the manufacturing sector during wartime. They pave the way for creating new, well-paying jobs, modernizing infrastructure, and increasing the share of the processing industry in GDP.
🏗️ Yurii Sverba, Deputy Head of Ukraine's State Agency for Restoration and Infrastructure Development (Agency for Restoration), outlined the Agency’s priorities for 2025 and its plans for 2026, including the construction of the Mykolaiv and other water pipelines.
Mr. Sverba also shared the latest news about the experimental project to rebuild five communities, where infrastructure is being comprehensively restored.
As is tradition, meeting of the Board of Directors of the CBU included the official admission of new members to the Confederation of Builders of Ukraine, presented by Oleksandr Rotov, Chairman of the Board of Directors of the CBU.

🔸 Olena Shtohryn, Managing Partner of the Dictio, was appointed as the CBU liaison for cooperation with PZPB – the Polish Association of Construction Industry Employers.
📗 A separate decision was made to initiate the development of a professional standard for the profession of concrete worker.
The process will be carried out in partnership with The Public-Private Partnership for Improving Vocational Education in Ukraine (EdUP), supported by Swisscontact, with active involvement of industry stakeholders.
🏠 As part of the CBU Business Day, during a special session, Svitlana Berzina, President of the NGO Living Planet, presented the opportunities of typical design projects for the green reconstruction of Ukraine. She spoke about the project “Supporting Energy Efficiency in Public Procurement for the Green Reconstruction of Ukraine,” which is being implemented by “Living Planet” in partnership with GIZ.
📜 Also during the CBU Business Day, Memorandums of Intent were signed to join the “Architectural Navigator” initiative with the NGO “Living Planet” and the company “PEIKKO Ukraine.”
The NGO “Living Planet” agrees to provide design documentation for inclusion in the Digital Catalogue and will ensure its unrestricted use as typical design projects.
PEIKKO Ukraine LLC agrees to develop design documentation for new construction, reconstruction, and major renovation of general secondary education institutions within the framework of the “Architectural Navigator” initiative (the Pilot Project of the New Ukrainian School).
🏗️ In the first session of the CBU Business Day, participants discussed the practical experience of construction companies cooperating with the EBRD — completed projects and existing challenges.
👷 The second session of the CBU Business Day was dedicated to discussing the issue of vocational training from the perspective of businesses. In particular, challenges in preparing skilled workers were analyzed from the viewpoint of the business sector.
🎓 Shumik Iryna, Director General of the Directorate of Vocational Education at the Ministry of Education and Science of Ukraine: “Despite martial law, the construction sector in Ukraine is developing and growing rapidly. This means that the demand for skilled specialists is increasing, and the expectations of construction companies, as well as manufacturers of building materials and equipment, regarding the skill sets of these professionals are changing. We can overcome these challenges only in cooperation with the business community and by applying the best international practices. Today, the Ministry of Education and Science of Ukraine is actively developing mechanisms to support employers in terms of workplace learning, dual education, shortening the period of study through recognition of previously acquired learning outcomes, as well as establishing cooperation between educational institutions and businesses in updating educational programs, training materials, organizing internships for teachers and students, and implementing joint programs.”
💬 Oleksandr Chervak, CEO of the Confederation of Builders of Ukraine, noted: “The current system of training personnel for the construction sector must evolve to meet market demands. The business community clearly sees the need to digitalize training programs, develop short practical courses, truly launch dual education, and update standards. We must not simply borrow international experience, but adapt it to Ukrainian realities — to create national initiatives such as eProftech, eFastProject, eDual, ePromotion, eReskill, eUpdate, eModernization, which will deliver tangible results. Today, it is critically important to unite the efforts of businesses, the state, and educational institutions to train the workforce capable of rebuilding the country.”
