🏗️ Ukraine on the Path to the EU: How Standards and Human Capital Shape Reconstruction
On April 28, 2026, a Roundtable discussion titled "Sweden–Ukraine: Dialogue on Skills, Standards, and Social Partnership in the Construction Sector" took place. The event brought together representatives of the government, business, trade unions, and international organizations to discuss key aspects of industry development during the reconstruction period.
👥 Participants included Oleksandr Chervak, Executive Director of the Confederation of Builders of Ukraine (CBU), and other CBU members.
💬 Attendees outlined the strategic importance of Ukraine's reconstruction, the significance of European Union (EU) integration, and the implementation of European standards, as well as the role of social dialogue and human capital development.
📊 Key challenges of the labor market in the construction industry were discussed, specifically the shortage of qualified personnel, modernization of vocational education systems, harmonization with European regulations, and the reintegration of veterans and vulnerable groups.
🤝 Special attention was paid to the Swedish model of social partnership, including cooperation between employers and trade unions, the development of training systems, and the implementation of occupational health and safety standards.
🌿 The discussion also focused on sustainable and innovative construction, including the adoption of EU environmental standards, the development of a circular economy, construction waste management, and digitalization.
⚙️ During the debate, participants highlighted labor safety, innovation, and technological modernization, including the implementation of robotic solutions, the use of drones, and raising safety standards at construction sites.
📝 Following the event, participants outlined further steps for developing cooperation, forming joint initiatives, and implementing pilot projects in personnel training, standard-setting, and sustainable construction.
