🏗️Ukraine’s Recovery: Opportunities for Finnish–Ukrainian Cooperation

 

This was the topic addressed by Oleksandr Chervak, CEO of the Confederation of Builders of Ukraine (CBU), at the General Assembly of the Confederation of Finnish Construction Industries RT, held on June 5, 2025.

 

🤝 In November 2023, the Confederation signed a Memorandum of Cooperation with the Confederation of Finnish Construction Industries RT, laying the foundation for further strengthening of the partnership between the two countries. Since then, a number of important meetings have already taken place between the parties.

 

🏗️ He noted that the CBU, as one of the largest market associations, is a key player in the country’s reconstruction process and a significant platform for international cooperation.

 

He particularly emphasized the establishment of the Task Force FIEC–EIC "Ukraine". This working group unites the European construction industry to coordinate efforts for Ukraine’s recovery. Within this group, support issues are actively discussed, including the possibility of training Ukrainian builders abroad.

 

📚 One of the main tasks of the CBU is to develop an action plan for post-war recovery and development in Ukraine. The Confederation is actively involved in supporting affected communities.

 

Oleksandr devoted special attention to the CBU’s initiative with its partners — the “Architectural Navigator” — a digital catalog of verified architectural solutions. This is a free tool for communities, enabling the efficient and high-quality restoration of social infrastructure — schools, kindergartens, outpatient clinics, administrative buildings, and housing. All solutions are adapted to Ukrainian conditions, climate zones, and functional needs.

 

🌍 For the third year in a row, the CBU has been holding major industry events in Warsaw, as well as regularly in Ukraine. These platforms have become key venues for dialogue among Ukrainian companies, foreign investors, donors, and producers of modern technologies.

This year, the RECOVERY CONSTRUCTION FORUM 4.0 will be held in Warsaw on November 13, 2025.

 

As part of expanding international cooperation, the CBU is working with Finnish companies.

Currently, the East Office of Finnish Industries is the Strategic business-partner of the CBU, and leading Finnish companies — KONE, Peikko, Ruukki, EastCham Finland — have joined the CBU Board of Directors.

 

📆 On March 7, 2024, the CBU participated in a dialogue with Ambassador for Reconstruction of Finland Antti Vänskä and representatives of the Finnish Government. Later that year, on November 12, a Finnish–Ukrainian business meeting was held within the Business Finland OY initiative, aimed at involving Finnish companies in Ukraine’s recovery.

 

In 2025, this dialogue has become even more dynamic. In May, meetings were held with leading Finnish companies considering expanding their operations in Ukraine, particularly through participation in reconstruction and infrastructure development projects.

 

🏢 The Confederation is also actively cooperating with Finnish businesses. It recently hosted the forum “Modern Finnish Technologies, Equipment, and Expertise — for the Reconstruction of Ukraine,” which was attended by 15 Finnish companies.

 

📊 During his speech, the CEO of the CBU also focused on the main challenges currently facing the construction sector, presented financial indicators of the industry, discussed the shortage of skilled construction professionals, and outlined current market trends.

 

Ukraine’s construction sector is actively adapting to new challenges, applying innovative approaches in workforce management and modernization. The Confederation of Builders of Ukraine supports the industry’s development and contributes to building a safe and resilient future.
