In Warsaw, Poland, as part of the ReBuild Ukraine exhibition, the Recovery Construction Forum 3.0 took place. The event brought together about 500 guests, experts, government representatives, and businesses from both Ukraine and abroad to discuss the strategy for rebuilding Ukraine and share their experiences.

 

💬"It is necessary to work on projects that will save time, money, and allow us to quickly rebuild everything that has been destroyed using the best global practices," emphasized Lev Partskhaladze, President of the Confederation of Builders of Ukraine (CBU).

 

Participants were also greeted by Yaroslav Yashchenko, co-chair of the ReBuild Ukraine exhibition, who highlighted the importance of cooperation between Ukrainian and international businesses.

 

🌐The event began with an open dialogue with government representatives, moderated by Lev Partskhaladze and Kjetil Tonning, Head of the FIEC-EIC Task Force “Ukraine”, FIEC Honorary President (European Construction Industry Federation).

 

Kjetil Tonning presented the activities of the Task Force “Ukraine,” noting that it is constantly expanding and attracting new members.

 

🏗️Currently, a project for the construction of social housing is underway in Ukraine, as announced by Sergiy Sukhomlyn, Head of the State Agency for Reconstruction and Development of Infrastructure of Ukraine. The plan includes building 50,000 apartments for internally displaced persons. Among the legal features of the project, the apartments will not be subject to privatization and will remain social housing for at least 20 years.

 

Other presented plans include initiatives to enhance energy efficiency, the construction of a water pipeline in Mykolaiv, and improving logistics at the front line. Mr. Sukhomlyn also described the upcoming transformation of the Agency, which will include the establishment of an international supervisory board.

 

🌐Jakub Boratynski, Director Directorate General  for Internal Market, Industry, Entrepreneurship and SMEs, European Commission (DG GROW), provided a detailed overview of new changes in the EU's policy and potential directions for the development of the construction industry.

One of the key ideas currently being developed in the EU is the creation of a digital product passport, which has been under development for the past year.

 

Among the recommendations from the European Commission for the Ukrainian government and business to accelerate EU integration, Mr. Boratynski particularly highlighted the adoption of European building standards — a process already actively underway in Ukraine. This will modernize and decarbonize construction.

 

🤝Norway is providing significant support to Ukraine, both military and civilian. Vegard Groslie Wennesland, State Secretary, Ministry of Trade, Industry and Fisheries of Norway, informed about the prospects for Norway's participation in reconstruction, particularly emphasizing the energy sector as a promising area for investment. He underlined that Norway is currently exploring opportunities for long-term support for Ukraine.

 

🌐"We will focus on challenges, priorities, and financing - the main components of Ukraine's future reconstruction," said Domenico Campogrande, Director General of FIEC, as he began moderating the first discussion panel.

 

🌇The panel started with a presentation on the role of the yeOselya program in Ukraine's reconstruction by Ievhen Metsger, Chairman of the Management Board, Ukrainian Financial Housing Company, who outlined the key achievements of the program over the past two years. This includes more than 14,100 mortgages worth a total of 556 million dollars, which has allowed 8,500 children to get homes.

 

Among the main advantages of yeOselya that enabled such results: maximum transparency, protection for investors, stimulation of tax revenues, and job creation.

 

💰Denis Gaiovy, Associate Director, Senior Banker EBRD, listed the key areas of focus: infrastructure, energy recovery, and working with both state and private companies. A major focus is transportation infrastructure, with large projects planned in this area, which Mr. Gaiovy elaborated on in detail. 

 

♻️Dr.Ima Khrenova-Shymkina, Project Manager, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, focused on the long-term work involving a huge number of stakeholders (parliaments, ministries, agencies, etc.) to create a legislative package that would allow the EU Directives to be implemented in Ukraine.

 

💰Julia Shevchuk, Chief Investment Adviser of NEFCO, presented the features and progress of the NEFCO program dedicated to green recovery. To date, 317 million euros in grants have already been raised, surpassing the planned target of 200 million euros. Key focus areas for the fund include housing for internally displaced persons and the restoration of critical infrastructure.

 

🤝Liana Khorovytska, Executive Director of CORE Response in Ukraine, discussed the specifics of the organization's work in assisting Ukrainians and ways to engage new partners from around the world. She noted that leveraging the unique experiences of various countries, such as the Republic of Korea, helps to find the best solutions for supporting communities and affected populations.

 

🌐The second dialogue with government representatives began with remarks from the moderator, Piero Petrucco, President of the FIEC, who emphasized the importance of collaboration between the Ukrainian and European construction industries and assured the Ukrainian side of FIEC’s comprehensive support.

 

💬"FIEC reaffirms its unwavering support for the people of Ukraine, especially in light of the historic opening of negotiations on the country’s accession to the EU. We will continue to support our Ukrainian member, the Confederation of Builders of Ukraine, in determining the best approach to the stages of recovery and reconstruction," said Piero Petrucco.

 

The Confederation of Builders of Ukraine sincerely values its cooperation with FIEC and expresses its gratitude for the active assistance.

 

🏭Andrii Teliupa, Deputy Minister of Economy of Ukraine, addressed the creation of industrial parks in Ukraine. These parks are in demand both for relocating existing plants from frontline areas and for establishing new production facilities. While this is a significant challenge, work is ongoing. This year, a program was launched to begin the actual construction of industrial parks, which had previously existed only "on paper".

 

⛰️Kseniya Orynchak, Executive Director National Extractive Industries Association of Ukraine, highlighted the unique opportunities for integrating mineral extraction into Ukraine's recovery. With an abundance of essential resources, Ukraine has vast potential to develop many industries, including manufacturing, energy, electronics, and, of course, construction.

 

🤝Marcin Nowacki, Vice President, the Union of Entrepreneurs and Employers in Poland (ZPP), Member of the European Economic and Social Committee in Brussels (EESC), shared insights on engaging companies from various countries — Poland, Ukraine, the USA, and others — in collaboration. He noted that when it comes to investments, there is a significant difference between companies of different scales. Medium-sized companies have a particular advantage due to their flexibility and willingness to take risks.

 

📜As part of the RECOVERY CONSTRUCTION FORUM 3.0, a Memorandum of Understanding was signed between the Confederation of Builders of Ukraine and the Union of Entrepreneurs and Employers of Poland (ZPP)! The memorandum aims to unite efforts to rebuild Ukraine’s infrastructure and buildings destroyed by the brutal russian aggression.

 

🌐The final discussion panel, moderated by Olena Koltyk, Head of Ukraine Support Team (UST) coalition, co-founder of ReThink, focused on unique reconstruction cases implemented by communities and the potential of recycling in Ukraine's recovery.

 

💬"We all understand that the world is changing. While the war continues in Ukraine, new technologies and ecological opportunities are emerging globally. In Europe, the construction industry already uses recycled materials in 50% or more of its projects. It is crucial to bring these technologies to Ukraine," emphasized Ms. Koltyk.

 

🔍Oleksandr Hrynchak, Head Odesa District State (Military) Administration, shared insights into successful project implementation, highlighting the region's unique advantages, such as access to the Black Sea, a developed railway network, and proximity to EU countries.

 

♻️Dmytro Cheichuk, Deputy Mayor of Bucha, spoke about the first reconstruction projects carried out in Bucha. He emphasized plans for future city development, including improvements to healthcare and education systems and enhancing energy security. Mr. Cheichuk also shared experiences using debris from destruction for reconstruction. Participants learned about the construction of the Bucha Techno Garden industrial park and its anticipated outcomes.

 

🏫Tetiana Stoliarenko, Advisor to the Mayor of Kharkiv, introduced to the participants first in Ukraine underground school — a solution that ensures safe access to education for children. Designed in accordance with modern standards for protective structures, the school includes classrooms, a dining area, recreational zones, and innovative teaching methods. Ms. Stoliarenko also addressed how power outages impact the learning process and the measures taken to overcome these challenges.

 

🏭Vitalii Shevchenko, Director of the Municipal Enterprise "Operational Linear Road Management", presented the experience of building a recycling plant in Mykolaiv. The recycling process involves several stages: debris removal from the destruction site, initial sorting at the collection area, weighing and crushing, followed by recycling at the plant for reuse or disposal.

 

♻️Christian John Engelsen, Chief Scientist at SINTEF, detailed how processed construction waste can be used. Recycled aggregates can be applied in ready-mix concrete, concrete products, road construction, and cement paste as a binding material in cement-based products or in clinker production as a carrier of Calcium and Silicon.
