🌐 Update of the Classifier of Professions in Accordance with International Standards  

 

On February 7, the final conference of the project "Support for Aligning the Ukrainian Classifier of Professions and Bringing It in Line with the ISCO-08 Standard" took place, with the participation of Oleksandr Chervak, CEO of the Confederation of Builders of Ukraine.  

 

The event was organized by the Solidarity Fund PL in Ukraine in partnership with the Federation of Employers of Ukraine, financed by the European Bank for Reconstruction and Development and the Ministry of Foreign Affairs Republic of Poland.

 

Representatives of the Ministry of Education and Science of Ukraine, the Ministry of Veterans Affairs of Ukraine, the Ministry of Social Policy of Ukraine, as well as representatives from the business sector, education, international partners, and project experts participated in the conference.  

 

👤 During the event, Marko Stermšek, an EBRD representative, stated that international partners are ready to support further reforms of Ukraine's profession classification system.  

 

👤 Halyna Tretiakova, Chair of the Verkhovna Rada Committee on Social Policy and Protection of Veterans' Rights, emphasized the importance of aligning the Classifier of Professions with ISCO-08, particularly in the context of Ukraine’s current adaptation for integration into the EU.  

 

👤Yuriy Balanyuk, Head of the National Qualifications Agency, stressed the need to modernize the national profession classification system in line with the best international standards and to align it with the real situation in Ukraine's labor market and economy.  

 

👤 Olena Kolesnikova and Andrii Poddymai, representatives of the Federation of Employers of Ukraine, presented the project results, including an analysis of the current profession classification system and recommendations for its improvement.  

 

💼 The Confederation of Builders of Ukraine also provided proposals for updating several construction-related professions in the classifier.  

 

💬 “This is the first important step in reforming the post-soviet classifier,” highlighted Oleksandr Chervak.  

 

📜The conference also discussed draft law No. 9630 "On Amendments to Certain Legislative Acts of Ukraine Regarding the Improvement of the National Qualifications System According to the Current Needs of the Labor Market and Other Issues," which has already passed its first reading.  

 

The draft law focuses on integrating three sources of information on professions, qualifications, and their descriptions into a single digitized database, ensuring data exchange with other registers (job vacancies, wages), and transferring powers from the Ministry of Economy of Ukraine to the National Qualifications Agency.  

 

❌ Issues addressed by the alignment and update of the Classifier of Professions include non-compliance with modern international standards, a focus on positions rather than professional qualifications, and the lack of open information. Moreover, the current classifier has an undefined legal status and is based on the outdated ISCO-88.  

 

✔️ Further work may focus on alignment and unification with ESCO (European Skills, Competences, Qualifications, and Occupations), implementing a fully digital version, and enabling automatic data exchange with the State Employment Service, Pension Fund of Ukraine, Eurostat, and more.
