🏗️ Who is Left to Build? Business is Ready to Train Employees Itself — Results of the CBR Research

👷 Staffing remains one of the key challenges for the construction industry, while businesses demonstrate a willingness to participate in the training of new specialists. This is evidenced by the results of the study on the demand for working professions in construction, presented by Tetiana Sytnyk, Head of B2B and Strategic Research at CBR, during the analytical panel 'Construction and Real Estate Market Analysis for H1 2026', organized by the Confederation of Builders of Ukraine.

📊 The research was conducted in April-May 2026. The quantitative survey involved 200 construction companies. In addition, 20 expert interviews were conducted with representatives of construction businesses and building materials manufacturers, industry associations, trade unions, vocational education institutions, and government experts.

The research results show that despite market instability, a significant portion of construction companies have a high workload level. 42% of companies reported full workload for 10–12 months in 2025, and another 43% for 6–9 months.

At the same time, businesses are forced to adapt their workforce size to fluctuations in work volumes. The median enterprise permanently employs about 10 workers, and during periods of increased volumes, an additional 16 people are engaged.

🔧 Working professions remain the most in-demand on the market, among which are welders, masons, electricians, concreters, building maintenance electricians, and plumbers. The greatest shortage is observed specifically among welders, for whom employers most frequently require qualification confirmation.

Thus, one of the key requests from business to the vocational education system remains strengthening the practical component of training and aligning educational programs with modern technologies and the actual needs of the construction market.
