📣 Working meeting with the Vice Prime Minister for Restoration of Ukraine – Minister for Communities and Territories Development of Ukraine: key issues regarding the development of the construction industry were discussed

📆 On April 1, 2026, Oleksiy Kuleba, Vice Prime Minister for Restoration of Ukraine – Minister for Communities and Territories Development of Ukraine, held a meeting with business representatives regarding the situation in the construction industry, including members of the Confederation of Builders of Ukraine (CBU).

The event was attended by: Natalia Kozlovska, Deputy Minister for Communities and Territories Development of Ukraine; Serhiy Sukhomlyn, Head of the State Agency for Restoration and Infrastructure Development; Oleksandr Novytskyi, Head of the State Inspection of Architecture and Urban Planning of Ukraine; Daniil Menshykov, Acting Head of the State Aviation Administration; Lev Partskhaladze, President of the CBU, and over 35 development and construction companies.

The meeting was also joined by CBU members: Smile Development, Kreator-Bud, Kovalska, Budivelnyi Alians Hrup, Royal House, Trest Zhytlobud-1, Investor, Perfect Group, K.A.N. Development, BGV Development, T.M.M., Taryan Group, Intergal-Bud, GEOS, D-I-M, SENSAR Development, and others.

Among the key topics:
🔹 preparation for the heating season, within the framework of which it is planned to create a corresponding working group;
🔹 financing of construction projects and the need for stable rules in the permitting system, which is critically important for the development of mortgage and bank lending.

🗃️ Special attention was paid to the issues of urban planning documentation, in particular, the inconsistency between master plans and detailed territorial plans, as well as the need to implement regular urban planning monitoring.

📍 The participants discussed the problem of pressure on developers due to the lack of clear interpretation of certain norms, including those regarding equity participation, and the need for its systematic regulation.

💻 Digitalization of processes was identified as an important tool for the industry's development. From April 1, mandatory digital control over the commissioning of facilities through the "Prozore Budivnytstvo" (Transparent Construction) application was introduced. Also, for the first time, mandatory entry of urban planning documentation into the state cadastre has been implemented.

💡 The meeting participants also discussed new approaches, particularly the possibilities of using artificial intelligence to verify project documentation. As a result, they agreed on a regular format for such meetings – on a monthly basis.
