👤Volodymyr Pipa, General Director of MVA, who moderated the discussion, emphasized: "This is one of those platforms that allow us not to forget our industry, not to forget our profession and to devote ourselves completely to the work we do."
👤Oleksandr Chervak, executive director of the CBU, was the speaker of the first block - Construction. He talked about the construction industry as a tool for economic growth and the basis of Ukraine's recovery.
He listed the preferential state programs aimed at providing Ukrainians with housing, among which are eVidnovlennia, eOselya, VidnovyDIM, Energodim, the opportunity to exchange a housing certificate for housing and informed that the details of the "Rent with the right to buy" and "Social rent" programs, announced by the Government of Ukraine, the main coordinator of which will be the Ministry of Development of Communities, Territories and Infrastructure of Ukraine, are expected.
🧱So, Ukrainians have already spent more than 1 billion hryvnias received under the eVidnovlennia program on repairs. Of these funds, the largest share goes to the purchase of building materials and glass.
💰Oleksandr Chervak noted that recently, on the second anniversary of the full-scale invasion, the World Bank released a new report in which total losses were estimated at $152 billion; although in the fall of 2023, government officials estimated the damage to be up to $1 trillion.
Oleksandr Chervak also reminded about state programs that support business: the 5-7-9 preferential lending program, eRobota and the public-private partnership mechanism. Thus, the Imperatyv company, a member of the Board of Directors of the CBU, using the eRobota grant, was able to purchase Ukrainian equipment for the line for the production of construction mesh and fittings during the relocation of the plant from Kharkiv region.
💬"As of January 1, 2025, in accordance with Regulation (EU) No 305, all products will require confirmation of the corresponding quality standard. Unfortunately, there is a problem of the lack of necessary laboratories: out of 35 categories of construction products, laboratories are available for 19", Oleksandr Chervak noted. "Also, work is currently underway on the Agreements on Conformity Assessment and Acceptance of Industrial Goods (ACAA), which will simplify the entry of Ukrainian entrepreneurs into the international market. Today, companies have to undergo quality assessment twice: in Ukraine and in the country to which the goods are delivered. After signing this agreement, Ukrainian confirmation of quality will be enough."
📈He noted that according to the State Statistics Service of Ukraine, the index of construction works for 9 months of 2023 was 21% higher than for the corresponding period of 2022. However, this growth was ensured by engineering construction restoration projects (their number increased by 34%), while the number of residential construction projects decreased by 4.3%.
💬"Recently, a survey of the cement market was carried out by the CBR company at the request of the CBU. According to its results, it was determined that about 35 million tons of pure cement will be needed to restore the destroyed. Currently, the production capacity of the existing enterprises is about 13.6 million tons per year, while the expected demand for cement during the recovery period will be 15-16 million tons per year," informed Oleksandr Chervak.
The executive director of the CBU noted: "According to the estimates of some experts, the production potential of construction materials necessary for the restoration of destroyed objects will amount to more than 65 billion dollars. This figure was determined even before the explosion of the Kakhovka Hydroelectric Station, and therefore, as of today, this figure can reach up to 100 billion dollars."
💰 Oleksandr Chervak noted that the construction industry is a powerful multiplier of the economy - only the eOsel program can become a driver with an average multiplier of UAH 7.8 GDP. And the production of building materials is a sector that provides high added value of products.
✔️Executive director of the CBU reminded about the Recovery Construction Forum Ukraine, which will be held in Kyiv on April 11, 2024. This is an event that will bring together government officials and the construction community to discuss current industry challenges and to effectively coordinate efforts for the future reconstruction of Ukraine.

👤Anna Anisimova, head of the analytics department of Intergal-Bud, member of the Board of Directors of the CBU, informed about the current state and prospects of the primary real estate market of Ukraine, dynamics, trends and problems. According to her, the market has recovered by 50% from pre-war indicators.
So, the main trend is the increase in the cost of housing, in addition, thanks to eOselya and the opportunity to use housing certificates, the demand for economy and comfort class housing and three-room apartments has increased.
💬 "In October 2023, a new trend appeared: people who have their own home, but according to the area parameter can use the eOselya program, buy an apartment for investment purposes," - told Anna Anisimova. She noted that the criteria for choosing housing have changed: if before the full-scale invasion, they were most interested in the price, now they pay attention to the location of the social infrastructure facilities, the metro, the type of building, etc.: "The buyer has become wiser, and we have to provide him with an even higher quality product ".
👤Konstantin Oliynyk, Head of the strategic consulting department of the Ukrainian Trade Guild, presented an overview of the commercial real estate market. He noted the changes in retail turnover and consumer behavior of Ukrainians caused by the impact of the pandemic and the full-scale invasion and other factors over the past ten years.
💬"People bought atypical goods: flashlights, generators, and did not bring money to their usual stores - to operators of entertainment, clothing, etc. Some people left, some were relocated," said Konstantin Oliynyk regarding the decrease in profits in certain trade areas.
👤Tetiana Sytnyk, Head B2B and Strategic Research CBR and strategic research department, spoke about economic and consumer trends in the building materials market.
She informed that the turnover of the construction sector decreased the most compared to other sectors of the economy. Tetiana Sytnyk presented the results of the research, during which the top 5 problems that construction companies are currently facing were determined. The results of this survey are representative of small and medium-sized construction companies throughout Ukraine. So, for the construction industry, the lack of workers is the most acute problem.
📈Tetiana Sytnyk noted that the recovery of the building materials market is slower than the recovery of construction in general. According to her, the reason for this is the decrease in the number of residential construction projects, since infrastructure construction is a smaller driver of demand for a number of materials.
