📊 Administrative Services in Construction: The Government Tests a New Model

📄 On April 24, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 528 "On the Implementation of an Experimental Project Regarding the Specifics of Providing Administrative Services in the Field of Construction."

🏤 The document provides for the implementation of the experimental project for the duration of martial law, but for no longer than two years from the date the resolution comes into force. The goal of the project is to increase the efficiency, accessibility, and transparency of decision-making during the provision of administrative services in the field of urban planning through the Unified State Electronic System in the Construction Sector.

📌 Within the framework of the experimental project, clients will be able to independently choose the body that will provide administrative services — either the local state architectural and construction control body or the State Inspectorate of Architecture and Urban Development (DIAM).

⚡ Specifically, this applies to the registration and amendment of documents granting the right to perform preparatory and construction works, as well as the commissioning of facilities with minor (CC1) and medium (CC2) consequences.

📱 It is envisaged that the creation, submission, processing, and storage of documents, as well as information interaction between the participants of the experimental project, will be carried out through the Unified State Electronic System in the Construction Sector.

📍 The Ministry of Digital Transformation of Ukraine and the Ministry for Communities and Territories Development of Ukraine have been tasked with ensuring the technical capacity to implement the experimental project within three months.
