⚖️ Advancing the Regulatory Framework for Inclusivity in Construction

🧑‍💻 Systematic work continues on enhancing spatial accessibility requirements. In particular, new amendments to DBN V.2.2-40:2018 "Inclusivity of Buildings and Structures. Basic Provisions" have been developed to update standards in line with modern challenges and societal needs.

📝 Vadym Kutsevych, Deputy Director for Research at PJSC "KyivZNDIEP" and Honored Architect of Ukraine, spoke during the panel discussion "Updating Current Building Codes and Standards" at the ReBuild Ukraine 4.0 Forum-Workshop, held within the KyivBuild Ukraine 2026 International Building Exhibition. He noted that the developed amendments should become the foundation for a systematic transformation of design approaches in Ukraine.

❤️‍🩹 Recent years have brought significant legislative changes, particularly in the healthcare and education sectors, directly impacting the design of public and residential buildings. This includes the development of approximately 20 State Building Codes (DBN) regulating requirements for residential and public structures.

🧑‍🤝‍🧑 The speaker also emphasized the importance of the "Nothing about us without us" principle, which guided the document's update. A permanent working group for preparing amendments to inclusivity-related building codes was established under the Scientific and Technical Council of the Ministry for Communities and Territories Development of Ukraine.

💭 Vadym Kutsevych shared: "It was very challenging, as there were many complex issues to address. As a result, Amendment No. 1 (effective Sept 1, 2021) and Amendment No. 2 (effective Sept 1, 2025) were implemented, and Amendment No. 3 has now been prepared. These updates refine requirements for accessibility elements, safety systems, orientation, and information access."

Ⓜ️ Specific solutions are already being implemented: accessibility elements have been installed at 12 Kyiv Metro stations, allowing people with visual impairments to navigate the transport infrastructure independently and safely.
