🏙️ Modernization of Urban Planning Norms: Focus on Safety, Ecology, and Accessibility

📆 Starting in 2026, Amendment No. 1 to DBN B.2.2-12:2019 "Planning and Development of Territories" has entered into force. It updates the requirements for urban planning documentation, provides detailed regulations for landscape and recreational areas, introduces norms for the development of electric vehicle (EV) charging infrastructure (mandatory installation of charging points in parking lots and garages), and clarifies technical distances from gas stations.

During the thematic panel "Updating Current Building Norms and Standards," held as part of the "Reconstruction in Action 4.0" Workshop Forum at the KyivBuild Ukraine 2026 International Construction Exhibition, Amendment No. 1 was discussed with one of its developers — Oleksandra Synhaivska, Professor of the Department of Urban Planning at the Kyiv National University of Construction and Architecture, Doctor of Technical Sciences.

💬 Ms. Oleksandra emphasized that the update of this DBN is aimed at improving approaches to the comprehensive and safe development of communities, taking into account modern challenges. She highlighted the importance of involving specialized professionals who understand legislation and regulations from the local level to the state level and grasp the connection between urban planning and economic activity.

Oleksandra Synhaivska outlined the key changes introduced:
💠 updated building density parameters;
💠 updated standards for the specific weight of green spaces for areas with various functional purposes;
💠 expanded terminology;
💠 strengthened environmental aspects of urban planning.

✅ Amendment No. 1 modernizes the DBN in accordance with modern needs — increasing environmental standards, regulating building density, ensuring the development of electric transport infrastructure, and implementing European approaches to creating a comfortable urban environment.
