🏗️ Construction Without Unnecessary Barriers: What New Government Decisions Entail

Ukraine is implementing new mechanisms in the field of urban planning aimed at reducing bureaucratic barriers, increasing procedure transparency, and protecting the rights of construction clients. This was discussed during a press conference featuring Lev Partskhaladze, President of the Confederation of Builders of Ukraine, and Oleksandr Novytskyi, Head of the State Inspection of Architecture and Urban Planning of Ukraine.

📕 The changes concern two government resolutions: No. 527 "On Amending Resolution of the Cabinet of Ministers of Ukraine No. 722 of June 24, 2022," which introduces a mechanism for appealing refusals to grant urban planning conditions and restrictions (UPCR) during martial law, and No. 528 "On the Implementation of an Experimental Project Regarding the Specifics of Providing Administrative Services in the Field of Construction," which allows for the choice of a state architectural and construction control body to obtain administrative services.

Oleksandr Novytskyi noted that the prerequisite for these decisions was a significant number of complaints from clients regarding unsubstantiated refusals, repeated returns of documents for revision, and delays in processing times. He also emphasized that the new mechanisms do not change urban planning rules or weaken the role of local communities.

According to Lev Partskhaladze, the business community supports these initiatives as they create an alternative in cases where procedures are blocked and can reduce corruption risks. He stressed that the country is currently facing a housing shortage, and delayed procedures combined with the opacity of certain decisions complicate the implementation of investment projects.

He also emphasized the need to implement other European experiences and change our construction culture, noting that all these initiatives could potentially double the volume of construction.

📌 During the press conference, issues regarding the digitalization of urban planning documentation, the population of the urban planning cadastre, interaction with cultural heritage protection authorities, and the technical implementation of new mechanisms were also raised.
