🏦Coordination meeting between the CBU and the World Bank on housing policy and urban development

 

📆On 29 October 2025, a coordination meeting was held between the Confederation of Builders of Ukraine and representatives of the World Bank, dedicated to issues of housing policy, urban development and the involvement of the private sector in the reconstruction of Ukraine.

 

The World Bank was represented at the meeting by an expanded team on housing construction and urban development:

👤 Peter D. Ellis, Practice Manager for Urban, Resilience and Land

👤 Ellen Hamilton, Lead Urban Specialist

👤 Oleksandra Shatyrko, Disaster Risk Management Specialist

 

The Confederation of Builders of Ukraine was represented by:

👤 Lev Partskhaladze, President of the CBU

👤 Oleksandr Chervak, CEO of the CBU

👤 Anna Laievska, Head of the CBU Committee on Development

👤 Ihor Huda, Owner of the development company “Creator Bud”, Member of the CBU Board of Directors

 

🏠During the meeting, they discussed key barriers to the development of the housing market, the need for reforms in urban development policy, and the creation of conditions for private sector participation in it.

 

📌World Bank representatives emphasised that Ukraine is currently one of the World Bank's key areas of work in the region, particularly in terms of projects related to housing policy, land and urban development. 

 

💬 ‘We want to hear specific proposals from you — what housing solutions could be part of macroeconomic programmes and reforms,’ said Peter D. Ellis.

 

In addition, they drew attention to the fact that corruption risks in housing construction processes are a serious obstacle for sponsors and investors.

 

💬 ‘Housing policy must ensure conditions under which the private sector can invest effectively, in particular through transparent and understandable land processes,’ emphasised Ellen Hamilton.

 

📑Issues related to city master plans and the level of transparency in urban planning decisions were also discussed. CBU representatives stressed that delays in updating master plans create corruption risks, restrict investors and hinder the development of territories. 

 

🏗️The importance of adjusting urban planning documentation was emphasised: changes in the intended use of land plots, acceleration of the adoption of new city master plans, and the launch of mechanisms for cooperation with investors.

 

💬"The master plan is the foundation without which it is impossible to talk about a city's development strategy. It determines the direction of the community and creates clear conditions for attracting investment and business development," emphasised Lev Partskhaladze.

 

In addition, the World Bank is also considering potential solutions to increase project liquidity and expand opportunities for the private sector to participate in the recovery.

 

🔎 The parties also agreed to further discuss the issue of the future housing policy strategy at the international level during the Recovery Construction Forum 4.0 in Warsaw, as part of the discussion panel ‘New Housing Policy for the Reconstruction of Ukraine.’ In particular, the speakers will be Ellen Hamilton and Ihor Huda. The panel will be moderated by Anna Laievska.
