🏗️ Deregulation, digitalization, and a new model of architectural and construction control: the transformation of the Construction Cabinet was discussed during the CBU Business Day

📅 On June 18, 2026, within the framework of the CBU Business Day, the second thematic block took place: "Construction Cabinet in Action: Deregulation, Digitalization, and Updating of the Architectural and Construction Control System."

🧑‍⚖️ The discussion was moderated by Olha Sydorchuk, Head of the CBU Committee on Legislative and Regulatory Activities, Head of the Altelaw&Sempra law firm. Oleksandr Novytskyi, Head of the State Inspection of Architecture and Urban Planning of Ukraine (DIAM), also took part in the panel and spoke about the main changes in the deregulation of architectural and construction control and the digitalization of regulatory changes.

📌 The panel focused on the practical implementation of government decisions in the field of deregulation of construction procedures, digital transformation of permitting services, and modernization of approaches to architectural and construction supervision.

💬 Opening the discussion, Olha Sydorchuk emphasized that the key task is to ensure a direct dialogue between business and DIAM as the relevant industry regulator regarding the implemented decisions and their impact on the market.

👤 Oleksandr Novytskyi emphasized that the current transformations are the result of systematic interaction between the state and the construction community.

📌 Special attention was paid to the mechanism of alternative document submission and the pilot model of interaction with DIAM, which allows the customer to independently choose the authority for submitting applications for permits.
