🌐On the first day of the exhibition KyivBuild Ukraine 2024, which ran from February 14 to February 16, 2024, as part of the workshop-forum "Reconstruction in Action", the Confederation of Builders of Ukraine held a discussion panel on the topic "Standardization in construction: problems and challenges".

👤The discussion was moderated by Lev Partskhaladze, President of the CBU. He emphasized the need to discuss the issue of standardization in construction: "We live in the realities of war, and these are challenges and changes. Today, Ukraine, as a candidate for membership of the European Union (EU), is undergoing the harmonization of all norms with European ones", and reminded that on January 1, 2023, the Law of Ukraine "On Providing Construction Products on the Market" (EU Regulation 305/2011) entered into force.
👤Oleksandr Pankov, Director of the Department of Technical Regulation of the Ministry of Economy of Ukraine, spoke about the important but long process of approximation of standardization to international and European norms, which began back in 2015 with the adoption of the Law of Ukraine "On Standardization".
"According to the Law of Ukraine "On Standardization", functions regarding the adoption and cancellation of national standards were transferred from the Ministry of Economy of Ukraine and the Ministry for Communities and Territories Development of Ukraine and were transferred to a single standardization body, whose functions are performed by the State Enterprise “Ukrainian Scientific Research and Training Center for Standardization, Certification and Quality Problems" (SE “UkrNDNC”)", said Mr. Oleksandr.
He noted that the work on the Agreements on Conformity Assessment and Acceptance of Industrial Goods (ACAA), which will simplify the entry of Ukrainian entrepreneurs to the international market, is being completed. So, now in order to carry out exports and imports, it is necessary to pass an assessment of conformity both in Ukraine and in EU countries. And after the adoption of the Agreement, it will be enough to pass such an assessment in Ukraine, which will save time and money.
Oleksandr Pankov called on businesses to join technical committees for the development of standards and to participate in the translation of international standards.
👤 Tetyana Demchenko, a representative of the department of building products on the market of the Ministry for Communities, Territories and Infrastructure Development of Ukraine (Ministry for Restoration), noted that work on harmonization of legislation in the field of standards with European standards and implementation of the Regulation (EU) No 305 continues.
In particular, among the European standards adopted in 2023 there are standards for construction products, BIM technologies, energy efficiency, Eurocodes, etc. According to her, proposals for the implementation of standards and determination of priority areas for 2024 are currently being formed.
Tetyana Demchenko also called on business to join this process, because it will allow to the harmonization of standards in a shorter period of time.
👤Hanna Kinash, Chief Inspector of Construction Supervision - Acting Head of the Department of the State Inspectorate for Architecture and Urban Development of Ukraine in the Lviv region, spoke about the update of the State Buildings Standards in the areas of regulation of the safety of buildings and structures, their sustainability, energy efficiency, accessibility, environmental requirements, and fire safety.
She presented the work of Inspectorate in the field of licensing and emphasized the advantages of using the Single Electronic System in the Construction Sector (SESCS).
"The start of work of each State Construction Standards is calculated from the 1st of the following month for 90 days from the time of publication. Therefore, follow the updates of the State Construction Standards, they can be found on the public portal of the SESCS, in the Registers, Legislative and regulatory acts section. There they can be downloaded in the full text of authorized access", - reminded Hanna Kinash.
In her opinion, the use of all State Construction Standards will contribute to the safe use of building materials, guarantee the European level of consumer rights protection and develop trust in the national market.

👤Anatoliy Berkuta, Vice-President of the CBU, cited examples of standardization in the field of construction on the international market. In his opinion, the presence of a non-governmental standardization body will contribute to the transparency of the market, as it is in European countries.
The Vice-President of the CBU noted that despite the actual effect of Regulation (EU) No 305, the issue of quality control infrastructure, namely the availability of laboratories, remains open. Therefore, it is necessary to turn to foreign colleagues for analysis.

👤Nataliya Oliynyk, Acting General Director of SE “UkrNDNC” (National Standardization Body), joined the position of her colleagues on the need to involve business in the implementation of European norms and standards: "There are many proposals. We often raise questions with international colleagues from Lithuania, Latvia, Sweden, Great Britain about how to help businesses to implement Regulation (EU) No 305".
She emphasized the readiness of international partners to communicate with business regarding standardization and provide assistance to accelerate this process.

👤Gennadiy Farenyuk, Director of the State Enterprise "State Research Institute of Building Constructions", described the current state of the system of technical regulation of the construction industry of Ukraine. He emphasized the importance of adopting European standards as national standards and revealed the principles of technical regulation in the EU, which is carried out on the basis of Regulation (EU) No 305, by-laws directives of EU member states, European standards, European technical decisions, conformity assessment and market surveillance.
Gennadiy Farenyuk noted that the national and harmonized branches of the national regulatory framework of the construction industry of Ukraine are currently operating at the same time. And since there may be differences between them, there is a need to eliminate the difference.
Also, in the framework of the discussion panel, representatives of Zhytomyr and Kharkiv communities shared their experience of implementing actual and innovative restoration projects in their communities already today.

👤Serhii Kondratiuk, Deputy Mayor of Zhytomyr for the activities of executive authorities, presented the creation in the community of the first plant for deep processing of household waste in Ukraine. Construction has already been completed and, according to expectations, the plant will process up to 85,000 tons of solid waste per year.
He also presented the project "Individual container in every household" and emphasized the importance of involving the experience of other communities to find optimal recovery solutions.
👤Tetyana Stolyarenko, Director of the Kharkiv Investment Agency, presented the first unique project of the underground school: "Safety is first. But it is also necessary to improve the educational space, of which there is not enough now."
She said that 241 educational institutions were destroyed in Kharkiv. And as part of the underground school project, 19 classrooms were launched at 5 metro stations. The first wave consisted of 700 students, and today there are more than 2,000 of them.
Tetyana Stolyarenko noted that this is the first school, but over time the initiative will be reflected in all 9 districts of the city: "We want to hear over time that Kharkiv is the city of an ideal future."
The panelists also discussed the expectations of business regarding the revision and improvement of standards, as well as existing and possible problems and ways to solve them. Lev Partskhaladze thanked the participants and summarized the results of the discussion on the approximation of national norms to European standards.
He also reminded the participants that on April 11, 2024, the Recovery Construction Forum Ukraine will be held in Kyiv, which will bring together representatives of the authorities together with the construction community to discuss the current challenges of the industry and effective coordination of efforts to rebuild Ukraine.
