Public-private partnership as a tool for increasing the financial efficiency of communities

🌐 On February 14, 2024, the exhibition KyivBuild Ukraine 2024 began, the partner of which is the Confederation of Builders of Ukraine.

 

As part of the exhibition, a forum-workshop "Reconstruction in Action 2.0" was held, the expert speaker of which was Oleksandr Chervak, executive director of the CBU. He took part in the discussion on the topic "Public-private partnership as a tool for increasing the financial efficiency of communities".

 

 

👤Olena Kononenko, director of the ReBuild Ukraine exhibition, welcomed the participants: "It is important that exhibitions are integrated into reconstruction. All our projects are about the practicality and applied meaning of the reconstruction. This event is a logical continuation of the ReBuild Ukraine exhibition held in Warsaw, Poland." Olena Kononenko reminded the participants about the Recovery Construction Forum 2.0, which was held in November 2023, and asked them to attend the Recovery Construction Forum Ukraine, which will be held on April 11, 2024 in Kyiv.

 

 

👤The discussion was moderated by Volodymyr Karplyuk, Co-founder of the Irpin Recovery Fund, Head of the Investment Council of Irpin, Head of the regional office of the CBU in the Kyiv region. He focused on the importance of cooperation between the state and business to improve the financial efficiency of communities.

 

Volodymyr Karplyuk noted that there has not yet been a restoration of such a scale, but it is necessary to involve any available experience, in particular international, so that Ukrainians can support themselves in their homes as soon as possible.

 

💬He urged to apply to any institutions, to look for opportunities to restore various communities as soon as possible: "Water does not flow under a lying stone. The result depends directly on your activity, on your initiative."

 

 

👤OLEKSANDR CHERVAK spoke about the construction industry as a tool for economic development of communities, state programs aimed at providing Ukrainians with housing and programs that support Ukrainian business and stimulate job creation.

 

He reminded that, according to the estimates of the Kyiv School of Economics, as of September 2023, the total amount of direct damage caused to the infrastructure of Ukraine amounts to $151.2 billion. This, in particular, is more than 50 million square meters of damaged or destroyed housing, which are registered, but a significant part remains in the occupied territory.

 

🏠Oleksandr Chervak talked about the programs aimed at restoring destroyed and damaged housing: eVidnovlennia, eOselya, VidnovyDIM, Energodim, the opportunity to exchange a housing certificate for housing and future programs "Rent with the right to buy" and "Social rent".

 

According to the restoration program, the state compensates for damage or destruction of housing as a result of russian aggression. So, under this program, Ukrainians have already spent 1 billion hryvnias on repairs.

 

eOselya's preferential mortgage lending program allows citizens to purchase an apartment on favorable terms.

 

💬"Using eOselya when buying housing on primary market does a lot to stimulate the development of the housing construction market, related industries, and creates new jobs. Despite this, unfortunately, loans are taken for the purchase of housing on the secondary market", Oleksandr Chervak emphasized.

 

He also noted that there are programs that support Ukrainian enterprises: the 5-7-9 preferential lending program and eRobota.

 

✔️He talked about the Imperativ company, a member of the Board of Directors of the CBU, which used the eRobota grant program. In 2022, the plant came under occupation, and they had to leave Kharkiv Oblast. Having moved to the Ivano-Frankivsk region, the company resumed production from scratch and created jobs.

 

"In our opinion, the mechanism of public-private partnership after the adoption of draft Law No. 7508 will also have a favorable effect on the development of Ukrainian entrepreneurship," Oleksandr Chervak said.

 

💬Oleksandr Chervak characterized the state of housing construction today: "Primary housing is growing in price, but less is being built. With the increase in the price of building materials, the cost of construction also goes up. The pace of commissioning is gradually decreasing. A decline in construction rates when demand recovers may lead to a shortage of living space, especially in the case of using the eOselya program."

 

He lists building materials that will be needed for reconstruction and that are promising for investment: glass, concrete, mineral wool, cement, PVC profile.

 

 

Oleg Starodubets, deputy director of the Department of Urban Planning and Architecture of Kyiv Regional Military Administration, Andriy Konechenkov, Chairman of the Board of the Ukrainian Wind Energy Association, and Zoryana Tikhonchuk, creative director of IRS, also took part in the discussion.

 

👤Oleg Starodubets talked about reconstruction projects and concepts for Ukrainian cities, types of construction projects based on the example of Kyiv region. He named the main directions of reconstruction: providing people with housing, restoration of social infrastructure, creation of protection against emergency situations and barrier-free space, development of culture and spiritual spaces.

 

👤Andriy Konechenkov noted that it is necessary to start the development of renewable energy today in order to become energy independent as soon as possible. The benefits of using wind or solar power have become apparent in blackout conditions. But these approaches need to be further developed.

 

👤Zoryana Tikhonchuk presented the architectural hackathon "100 ideas for the city". She spoke about the creation of road maps and methods for the restoration of Ukrainian communities and emphasized the importance of involving professionals: "So that restoration projects are not "hole repairs" or repainting of the Soviet past, but so that restoration becomes a quantum leap into the technological future."

 

👤Serhii Kanyura, Head of Department of Infrastructure Development, Investments, Housing and Communal Services of the Irpin City Council, spoke about the practical experience of implementing state recovery programs. He gave the statistics of destroyed and reconstructed objects, and also described the features of the restoration process.

 

👤Iryna Zakharchenko, the acting Head of the Borodianka settlement, presented the project for the return of people to communities and spoke about the implementation of public-private partnership projects and the restoration of infrastructure: "The problem, first of all, is undeveloped land plots. They started with the formation of land plots, and then based on the inspection reports of apartments and houses, they created projects."

 

She also emphasized the importance of involving professionals and specialists to solve technical difficulties that may arise during reconstruction.

 

The participants of the discussion panel noted the importance of cooperation between the state and business for the rapid and high-quality restoration of communities. And they also shared their experience regarding already implemented projects and provided recommendations that will be useful during recovery.
