🌐 European Solidarity and Sustainable Development of Ukraine
On July 9, 2025, a special event titled "GREEN RECONSTRUCTION OF UKRAINE" was held in Rome as part of the #URC2025, dedicated to Ukraine's sustainable recovery.
🤝The event wasHosted by FIEC EU, its Italian member Ance, its Ukrainian Confederation of Builders of Ukraine (CBU) and EIC - European International Contractors, in cooperation with Neo-Eco Ukraine. This practical and content-rich event brought together EU leaders, Ukrainian and Italian government officials and company representatives, as well as green innovation pioneers, to discuss the challenges, opportunities, and real-world examples of sustainable recovery in Ukraine.

"Today we are honored to host this event in Rome – in the very heart of Italy. This is important not only from a geographical standpoint but also as a symbol of solidarity: we want to clearly demonstrate that the issue of Ukraine’s reconstruction is at the forefront of the European community’s agenda. Ukraine’s recovery is a task of enormous scale, requiring not only infrastructure solutions but also a deep understanding of socioeconomic processes. We must consider every aspect – from the economy to the quality of life of citizens. Italy has its own experience in overcoming the consequences of catastrophic events – in particular, the 2016 earthquake – and we are ready to share this experience to support the Ukrainian people. "The green reconstruction of Ukraine is not just one of our areas of work — it is a fundamental priority of the European Union. We see this process as a historic opportunity that occurs once in a generation: to rebuild a country that has lived under the conditions of war for three years, while at the same time laying the foundations for a climate-resilient future.
At the same time, we understand that reconstruction in the context of an ongoing conflict is an extremely complex task. And although there is currently a lack of full coordination, clear standards, and sufficient funding — this does not diminish the importance of the steps already taken.
We see the determination of the Ukrainian government, initial governmental initiatives, draft laws on green recovery, and the involvement of civil society. This is not just about housing, energy efficiency, or environmentally friendly construction — it is about a systemic transformation capable of changing Ukraine’s economy, making it more resilient to climate challenges and better integrated into the European space.
Ukraine has already declared its goal of achieving climate neutrality by 2050 — and this aligns with the European Green Deal. For our part, we remain committed to supporting this path and believe that green reconstruction must become a shared responsibility and a shared success."
🔹 Green Reconstruction: The Situation in Ukraine
👤 Olga Yukhymchuk, Deputy Minister of Environmental Protection and Natural Resources of Ukraine for European Integration:
"The goal of Ukraine's reconstruction should not be a mere return to the pre-war state, but a full-scale redevelopment and integration into the EU based on sustainable development and the objectives of the European Green Deal. This will ensure economic growth, open new export markets, and support the development of high value-added sectors.
The European Green Deal aims to transform the economy into a low-carbon and sustainable system, and by 2050, EU countries are expected to achieve climate neutrality. Ukraine was one of the first to support this path.
Despite significant destruction caused by Russian aggression, reconstruction continues: projects to develop infrastructure, heating, water and electricity supply systems, as well as social and transport networks, are being implemented. Achieving sustainable development is impossible without a legislative framework for green investment. Currently, a draft law "On the Principles of Green Reconstruction of Ukraine" is under discussion, which will create transparent conditions for attracting funding.
Sustainable reconstruction entails a comprehensive transformation of buildings according to European standards — improving energy efficiency, implementing NZEB, circular economy practices, ecological certification, and the use of renewable energy sources. Green construction is a necessity that establishes new quality-of-life standards and creates jobs, which are especially important amid a labor shortage. A priority is professional education in green construction.
The Ministry supports projects focused on greening and decarbonizing the construction sector, which will strengthen the potential of green recovery, develop the labor market, facilitate veteran reintegration, and reform legislation to achieve Green Deal goals."

🔹 Green Reconstruction: Moldova's Perspective
👤 Vladimir Bolea, Deputy Prime Minister, Minister of Infrastructure and Regional Development of Moldova:
"The Republic of Moldova firmly supports Ukraine, condemns the Russian invasion, and stands shoulder to shoulder with the Ukrainian people. Moldova is on the path to EU integration, and these changes are equally important for Ukraine.
We plan to build a bridge connecting our countries and to develop railway links between Moldova and Ukraine. The 'Berbarksa' railway will become a key project for the next 25 years, connecting Moldova with Ukrainian cities and with Europe at large. Moldova has significant logistical potential, with over a thousand kilometers of railway — a strategic advantage for supporting Ukraine’s reconstruction. We are working on three railway hubs that will contribute to EU integration and regional transport development.
Our projects are energy efficient, resilient, and aimed at optimizing transportation. Moldova views the EU not only as a partner but as an economic and social ally, especially in the areas of sustainable development, transparency, and adaptability. In 2022, the Moldovan people clearly expressed their support for Ukraine and its recovery, and we are now actively working to translate this support into tangible results.
For us, Ukraine is not just a country that needs support — it is a strategic partner in the process of recovery and development. We believe that our joint efforts will lead to fruitful cooperation and a strong foundation for a sustainable future for both countries."
👤 Doina Nistor, Deputy Prime Minister and Minister of Economic Development of Moldova:
"We are working on infrastructure development and digitalization because Ukraine is our neighbor and partner, with over a thousand kilometers of shared border. Solidarity is our core principle. Ukrainian refugees in Moldova are part of our people, and we care about their protection and safety.
Ukraine’s reconstruction must be safe, environmentally friendly, and aligned with European standards. We are implementing energy connectivity projects, developing healthcare infrastructure, and aiming for sustainable results. Moldova knows the challenges of migration well: tens of thousands of our citizens work abroad, so we are seeking safe solutions to this problem, which is vital for our region."
💠 During the first panel discussion, moderated by Oleksandr Chervak, CEO of the CBU, participants presented concrete examples of implemented and prospective green reconstruction projects in Ukraine. Among them: an eco-residential district in the city of Tetiyiv, material reuse initiatives, EU-supported projects, and a competitive design process for new housing in Kharkiv within the Foster program.

Representatives from leading companies in Ukraine, Belgium, Estonia, Norway, and other countries shared their experiences with timber modules, recycled concrete, hemp-based materials, "green" cement, and innovative approaches to construction waste management.

When we talk about coordination, long-term commitment, and trust — it’s important to remember that reconstruction is not only about infrastructure. It’s about restoring trust in institutions and belief in a better future for the next generations.
This reconstruction is only possible in partnership with Ukraine, with the involvement of major European donors and all relevant stakeholders."
