Representatives of the Confederation of Builders of Ukraine took part in the Ukraine Recovery Conference 2025!
Key highlights and first statements from the conference:
President of Ukraine, Volodymyr Zelenskyy:
📜“We need a clear reconstruction system: a dedicated reconstruction fund and multi-level financing — for both the national budget of Ukraine and local communities.”
📜“We now need to create a recovery coalition. We need a Marshall Plan-style approach, and we must develop it together.”
Prime Minister of Ukraine, Denys Shmyhal:
💰Reconstruction and modernization of Ukraine will require $1 trillion over the next 14 years.
💰The concept foresees the establishment of two key funds: the $540 billion “Ukraine Fund" and a €460 billion “European Structural Fund to support Ukraine” — a platform for European private sector investments in Ukrainian manufacturing.
💰Ukraine received another €1 billion tranche from the EU, funded by profits from frozen russian assets. Since the beginning of 2025, over $18.5 billion of these frozen russian funds have been transferred to Ukraine.
Ursula von der Leyen, President of the European Commission:
💰A European Flagship Fund for Ukraine’s recovery has been launched — “the world’s largest equity fund to support reconstruction.”
💰Under signed agreements totaling €2.3 billion, investments of up to €10 billion are expected to follow.
💰”The Netherlands will allocate €300 million for Ukraine’s recovery and resilience in 2025–2026”, - Kaspar Veldkamp, Minister of Foreign Affairs of the Netherlands.
🏗️“It is vital that comprehensive recovery follows immediately after a complete cessation of hostilities. We also understand that rebuilding Ukraine goes far beyond physical infrastructure — it must also address the social and economic consequences of the war. Investors need confidence that any peace agreement reached will be long-term”, - Keith Kellogg, Special Representative of the President of the United States.
💣Finland will coordinate the construction of 10,000 civilian bomb shelters across Ukraine over the next ten years.
💰The Netherlands is allocating an additional €30 million for Ukraine's reconstruction.
🤝Friedrich Merz, Head of the German Government: “The costs of Ukraine’s recovery cannot be covered by public resources alone. That is why Germany is focused on engaging the private sector. Economic freedom must become a key driver in this process.”
🤝Donald Tusk, Prime Minister of Poland: “Poland will also play a special role in the reconstruction of Ukraine. We have developed the first support model, and made relevant investments in roads, logistics, and railways, which will benefit Ukraine.”
📅The next Ukraine Recovery Conference (URC2026) will take place in Poland.
📅URC2027 will be hosted by Estonia.
☝️On July 9, ahead of URC2025, a special event titled "GREEN RECONSTRUCTION OF UKRAINE" was held, organized by FIEC, Ance, the Confederation of Builders of Ukraine, and EIC – European International Contractors, in cooperation with Neo-Eco Ukraine.
