✔️ Extended Meeting of the CBU Board of Directors: Strategy for Reconstruction and Investment Attraction
On March 11, 2025, as part of the third block of the CBU Business Day, an extended meeting of the Board of Directors of CBU took place.
Representatives of the business community, international organizations, and foreign partners discussed the current challenges in the industry and effective coordination of efforts for Ukraine’s future reconstruction.
👤 Lev Partskhaladze, President of the CBU, noted that the Confederation actively communicates with international partners and continuously expands its connections to ensure high-quality reconstruction of Ukraine.
He informed attendees about recent CBU activities and announced upcoming events, particularly the Recovery Construction Forum Ukraine 2.0, which will take place on April 16, 2025.
Additionally, Mr. Partskhaladze expressed gratitude to Confederation members for their active participation in the charitable initiative "Confederation of Drones." So far, through joint efforts, CBU members have provided military aid exceeding UAH 1.5 million.
💬 “We also want to develop a platform for effective cooperation between Ukrainian and foreign businesses, where participants can find partners for joint investment projects,” added Mr. Partskhaladze.
👤 Ievgen Metsger, Chairman of the Board of Ukrainian Financial Housing Company, spoke about the results and development plans for the eOselya (eHousing) program in 2025.
In 2024, nearly 16,000 Ukrainian families purchased their own homes through the eOselya program, with a total financing of approximately UAH 26 billion.
💬 “I remember there was some resistance when we introduced new rules for developers joining the program. However, today, thanks to your openness, transparency, and willingness to pay taxes, 95 developers have already joined the program, accepting the established rules and submitting 220 construction projects for accreditation. This number continues to grow. I believe we are moving in the right direction,” said Mr. Metsger.
He emphasized that a significant achievement was the November 2024 update to the eOselya program, which reduced the age limit for eligible housing and refocused on the primary market. As a result, nearly 56% of program funds were directed toward the primary market, compared to a previous share of 25-30%.
👤 Viktor Doroshenko, Key Expert for Ukraine, Programme Management Support, EU4U Advisory Programme, European Investment Bank (EIB), provided insights into the bank’s activities in Ukraine and upcoming plans.
He highlighted that despite recent events, the European Union continues to provide unwavering support to Ukraine, not just through declarations but also with concrete investment projects.
In addition to direct investments in various sectors, the EIB also provides advisory support, particularly methodological guidance on Ukraine’s path toward EU membership.
💬 “We also leverage the experience gained by the European Union over the past decades in Western and Eastern Balkans, which have recently joined the EU. However, everyone understands that Ukraine’s situation is unique — no armed conflict, destruction of infrastructure, or similar challenges have occurred at this scale in Europe since World War II,” emphasized Mr. Doroshenko.
He also announced that at the EIB Forum in Luxembourg, the signing of €2 billion in guarantees for Ukraine under the Ukraine Facility program was confirmed. These guarantees will facilitate the launch of new projects, including infrastructure initiatives.
👤 Roman Waschuk, Business Ombudsman, stated that there are a number of significant problems slowing down the reconstruction process and complicating investment attraction in Ukraine.
In particular, according to him, one such issue for businesses is state procurement, which is hindered by the complexity of procedural rules.
He spoke about the report “Challenges in Protecting and Restoring Critical Infrastructure with Private Sector Engagement” and announced an upcoming report on the concerns of international companies planning to enter the Ukrainian market. These reports could be very useful for Ukrainian businesses.
Mr. Waschuk also emphasized the importance of changing the methodology for calculating the minimum estimated wage and noted the need to address this issue at the state level.
👤 Pavlo Kachur, Head of the "Ukrcement" Association, provided an update on the cement market in Ukraine and assured that there will be a sufficient supply of high-quality cement for the reconstruction period.
He noted that logistics will be the most challenging aspect during the rebuilding phase. The cement industry is currently working on establishing logistics centers for cement sales. This will allow for cement distribution during peak periods, particularly when grain exports are taking place.
Pavlo Kachur stressed that developing Ukrainian production is far more beneficial for all stakeholders than importing cement from abroad and will have an extremely positive impact on the economy.
💬 “The reconstruction period is an opportunity to keep as much added value as possible within Ukraine. We must work in partnership to ensure that no link in the chain is lost,” emphasized Mr. Kachur.
👤 Yuriy Balanyuk, Chairman of the National Qualifications Agency, commented on the labor shortage issue, stating that since 2022, the Agency has begun accrediting qualification centers that grant professional qualifications based on non-formal and informal education. A significant portion of these centers focus on construction professions.
Mr. Balanyuk highlighted that awarding professional qualifications could be one of the solutions to the labor shortage problem, as it allows individuals with relevant skills to receive certification in a short period of time. The greatest potential lies with veterans, who have acquired skills in extremely difficult conditions and can apply them in civilian life.
👤 Mykola Marchuk, Chairman of the Board of State Fund for Support of Youth Housing Construction (Derzhmolodzhytlo), spoke about the organization’s activities and cooperation with international partners.
Currently, the fund’s efforts are focused on preferential categories of citizens, including young people, scientific and pedagogical workers, and combat veterans. A particular emphasis is placed on assisting internally displaced persons (IDPs).
Mr. Marchuk provided details on the programs offered by the State Fund for Support of Youth Housing Construction, noting that they include properties no older than 50 years from the date of commissioning.
💬 “We are paying special attention to our international cooperation. Together with KfW Bank, we are implementing the ‘Housing for IDPs’ project,” said Mykola Marchuk. “In this program, we maintain open registries. The registration process is fully accessible and can be completed via the Diia portal. We also use a random selection process to choose winners among registered candidates and provide them with this opportunity. Currently, we are seeing enormous demand for participation in this program.”
👤 Mykola Ilinov, Financial Director of the State Institution "Energy Efficiency Fund”, also joined the discussion.
🌐 Members of the CBU delegation shared their impressions of participating in international events and exhibitions, including the World of Concrete and NAHB International Builders’ Show 2025, which took place in Las Vegas, USA.
On behalf of the Confederation of Builders of Ukraine, during the extended meeting of the CBU Board of Directors, Lev Partskhaladze congratulated the development company OMOKS, member of the Board of directors of the CBU, on its 30th anniversary and presented a commemorative certificate from CBU for fruitful cooperation.
Additionally, a certificate was awarded to Globus Bank, the financial partner of CBU Business Day.
