🏗️ Latest Trends and Prospects of Ukraine’s Construction Market at the CBU Business Day  

 

The regulation issues and state of the construction products market, market trends, government programs in the development sector, key events, and industry changes were discussed during the CBU Business Day on March 11, 2025.  

 

The event brought together over 200 participants who had the opportunity to engage in discussions, exchange information, and gain valuable insights.  

 

🔹 The first session focused on the Euro-harmonization of the construction products market in Ukraine, covering the implementation status and innovations. The session was moderated by Oleksandr Chervak, CEO of the CBU.  

 

🔍 Specifically, Tetiana Sytnyk, Head of the B2B and strategic research department of the CBR company, presented the second part of a study commissioned by CBU: The Cement Market in Ukraine: Perspectives of Consumers, Manufacturers, and Policymakers.

🌐 A special guest speaker, Kveta Kabatnikova, Seconded National Expert, DG GROW, Unit H.1 Construction, joined the event.  

 

Kveta Kabatnikova provided insights into the new Regulation (EU) 2024/3110 (CPR - Construction Products Regulation), its innovations, and the challenges businesses face during the transition.  

 

The general principles of the new CPR are based on the EU Regulation 305. New elements include:  

✔️ Harmonized standards based on performance indicators, product requirements (DA), and product information (Annex IV)  

✔️ Mandatory declaration of environmental characteristics  

✔️ Life cycle analysis according to EN 15804  

✔️ Verification by a notified body under System 3+  

✔️ A declaration of performance that can be provided in digital format, with the future introduction of a mandatory digital product passport  

✔️ Clarified obligations for economic operators, including online marketplaces  

 

The speaker emphasized that for a certain period, the new Regulation (EU) 2024/3110 will coexist with EU Regulation 305.  

 

👤 Olena Voskobiynyk, Director of the Department of Technical Regulation in Construction at the Ministry for Community and Territorial Development of Ukraine, provided updates on the implementation of EU Regulation 305 in Ukraine. One key aspect is the adoption of technical specification regulations through translation. Currently, around 100 standards are translated annually. However, a significant challenge remains the availability of laboratories required for product analysis. The Ministry for Development, together with the Ministry of Economy, is actively working on addressing this issue.  

 

The discussion also featured:  

👤Yevhen Doilnytsyn, Deputy Head of the Standardization, Analysis, and International Cooperation Department – Head of the Analysis and Standardization Policy Division, Ministry of Economy of Ukraine. He noted that national standardization efforts in the field of construction materials and building are among the most dynamic, largely thanks to business experts who actively participate in the process.

 

👤 Valentyna Yanovych, Head of the Technical Regulations and Conformity Assessment Department, Ministry of Economy of Ukraine. The expert noted that efforts are currently underway to find solutions to the problem of the shortage of conformity assessment bodies.

 

👤 Natalia Diuzhylova, Deputy Head of the State Inspectorate of Architecture and Urban Planning of Ukraine, explained how state market supervision of construction products is currently carried out, in particular, who and what is subject to inspection. Specifically, distributors are checked for: the presence of the conformity mark to the technical regulation; the availability of accompanying documentation; inspection of product samples; sampling and expert examination of product samples. Manufacturers, in turn, are checked for the presence of a declaration of conformity or a certificate of conformity. As Ms. Diuzhylova noted, inspections are primarily carried out at points of sale. If violations are detected, the manufacturer is then inspected.

 

👤 Pavlo Kachur, Head of the "Ukrcement" Association, and Ljudmyla Kripka, Executive Director of the "Ukrcement" Association, shared their experience in implementing technical regulations and EU directives by cement manufacturers in Ukraine.

 

👤 Gennadiy Farenyuk, Director of the State Enterprise "State Research Institute of Building Constructions”, provided information on the implementation of new technologies in the market and on the European Technical Approval Guidelines (ETAG), which have been adopted as national standards of Ukraine.

 

👤 Volodymyr Kaskiv, Deputy Director on Scientific Work of the State Enterprise "National Infrastructure Development Institute," spoke about the introduction of innovations in the field of infrastructure restoration within the context of the Regulation (EU) No 305/2011. He noted that over the past two years, more than 150 national standards (State Standards of Ukraine (DSTU EN)) have been harmonized.

 

🔹 The second section was dedicated to discussing new regulations and opportunities in development in 2025.

Representatives of development companies also actively participated in the discussion.

 

Participants received detailed information on the state of the residential real estate market, an overview of the Kyiv office real estate market for 2024, opportunities for developers in the context of implementing social rental housing, and current taxation issues related to transactions involving future property rights.

 

🔹 During the third section, an expanded meeting of the Board of Directors of the CBU took place.

 

💬 Lev Partskhaladze, President of the CBU, emphasized: “We are actively communicating with international partners, and they want to enter the Ukrainian market. However, they face logistical challenges.” Mr. Partskhaladze reported on the events recently conducted by the CBU and spoke about the projects the team is currently working on.

 

👤 Ievgen Metsger, Chairman of the Board of Ukrainian Financial Housing Company, commented on the progress and achievements of the eOselya program. To date, 15,906 families have acquired their own housing under this program. He also reminded participants of recent changes: now, the purchased housing must not be older than 3 years, except for frontline regions and purchases by internally displaced persons, in which case the maximum age is 10 years.

 

👤 Viktor Doroshenko, Key Expert for Ukraine, Programme Management Support, EU4U Advisory Programme, European Investment Bank (EIB), spoke about the bank's plans for the near future. He noted that the EIB not only implements specific projects but also provides methodological assistance and shares the experience gained in the European Union over past decades. Mr. Doroshenko also reminded that guarantees for Ukraine worth €2 billion were recently signed under the Ukraine Facility.  

 

👤 Roman Waschuk, Business Ombudsman, informed about a number of significant issues that are hindering the reconstruction process and complicating the attraction of investments into Ukraine. Mr. Waschuk also reminded about the issue of the minimum estimated salary.  

 

👤 Pavlo Kachur, Head of the "Ukrcement" Association, stated that Ukraine has sufficient cement to meet the construction industry's needs during the reconstruction phase. He emphasized that the development of Ukrainian production is far more beneficial for all stakeholders than imports from abroad and will have an extremely positive impact on the economy.  

 

👤Yuriy Balanyuk, Chairman of the National Qualifications Agency, commented on the problem of the shortage of qualified construction personnel. He noted that granting qualifications (by qualification centers) to those who possess the necessary skills but acquired them outside the formal education system could help address this issue. Incorporating professional standards into educational programs is a systemic approach to implementing professional education. Qualification centers provide a fast-track solution for organizing and formalizing human capital.  

 

👤 Mykola Marchuk, Chairman of the Board of State Fund for Support of Youth Housing Construction (Derzhmolodzhytlo), spoke about the organization's activities, noting that most programs are currently focused on providing housing assistance to internally displaced persons. As of now, more than 34,000 families are waiting to participate in the program, and thousands of families have already received their homes.  

 

Mykola Ilinov, Financial Director of the State Institution "Energy Efficiency Fund," also joined the discussion.  

 

🌐 Members of the Board of Directors of the CBU actively participated in discussions on current issues and shared their impressions of attending events in Las Vegas, USA: World of Concrete (January 20-23) and the IBS exhibition (February 25-27).  

 

📜 As part of the CBU Business Day, a Memorandum of Cooperation was signed between CBU and the Ukrainian Academy of Architecture. The purpose of the Memorandum is to consolidate efforts for the rapid and high-quality reconstruction of destroyed infrastructure and buildings in Ukraine.  

 

Traditionally, during the meeting of the Board of Directors of the CBU, the official acceptance of new members into the Confederation of Builders of Ukraine took place, presented by Oleksandr Rotov, Chairman of the Board of Directors of the CBU.
