🌐 On March 4, 2024, the first meeting of the Committee of the CBU on normative and legislative activities was held under the chairmanship of Olga Sydorchuk, the Head of the legal company Sempra Law, a member of the Board of Directors of the CBU.

During the meeting, proposals and changes to DBN B.2.2-5:2023 "Defensive structures of civil protection", State Building Standards (ДБН - in Ukrainian) B.2.2-5:2011 - "Territory improvement" and to the Draft Law of Ukraine "On the implementation of comprehensive reconstruction of neighborhoods (microdistricts) outdated housing stock” (reg. No. 6458) were considered, and proposals for key innovations in construction licensing were discussed. 

👤Olga Sydorchuk, Head of the СBU Committee on Regulatory and normative and legislative activities, presented the changes proposed by CBU members and called on everyone to join their discussion and to send their own proposals.

The participants of the meeting discussed some provisions of the State Building Standards, to which comments and possible changes were made. In particular, the peculiarities of the application of State Building Standards to objects for which a construction permit has already been obtained, or construction work has already begun, the prospects of converting basements into shelters, the peculiarities of creating shelters in different types of houses (panel, frame), limitations of possibilities to provide equipment for shelters in social infrastructure facilities due to lack of funds, etc.

🔹In order to reduce the terms of implementation of projects at the expense of both domestic and foreign investments, an appeal from the CBU on the need to make changes to the current urban planning and land legislation regarding the establishment or change of the functional purpose of land plots was submitted for discussion and supported.

🔹There is also an urgent need for a clear legislative settlement of the issue of additional burden on the cost indicators of residential construction, which was foreseen by 01.01.2021 through the introduction of equity participation in the development of social and engineering and transport infrastructure.

It is important for all business representatives to participate in the discussion of changes and innovations for the development of the construction industry and for efficient and rapid reconstruction.
