During the meeting, the President of the Lithuanian Construction Association Dalius Gedvilas told the participants about Lithuania's assistance to Ukraine, which is already being implemented.

 

He said that the financial support of the Government of Lithuania for reconstruction is directed specifically to social infrastructure. This is the restoration of schools, kindergartens and hospitals. In particular, there are already implemented projects in the Kyiv region (Bucha and Borodyanka), to which the management of Lithuanian construction companies was involved, and the contracting companies were Ukrainian.

 

👤Dalius Gedvilas said that before the start of the restoration process, the settlement was "scanned" and its 3D model was depicted. At the same time, the project of the school, which is planned to be implemented in different regions of Ukraine, has already been worked out.

 

He named the main wishes of Lithuanian builders, which should be implemented in Ukraine, in particular in the reconstruction process:

✔️Application of BIM technologies

✔️Using the builder's ID card

✔️Using a digital construction journal

 

💬 "Such implementations increase the transparency of all processes, control of investments and thus have a direct positive effect on quality. These are really good solutions that we willingly recommend to be used by Ukrainian builders," explained the President of the Lithuanian Construction Association.

 

 

Lev Partskhaladze, President of the CBU, noted that Ukraine is currently very interested in introducing an ID card for construction workers: "This is a colossal breakthrough in terms of transparency and quality, and we unquestionably support such an initiative."

 

🏗️He also said that close cooperation and communication between the affected Ukrainian communities and international potential donors is currently ongoing at the CBU, in particular with regard to typical projects. Typical projects that can be used throughout the territory of Ukraine are something that communities should pay attention to today and take into account in comprehensive plans for the spatial development of territories.

 

These can be not only schools, kindergartens and hospitals, but also dispensaries, fire departments, police stations, administrative facilities, etc.

In addition, Lev Partskhaladze noted the support of partner countries and thanked them for their help. Among such countries are the Government of Norway, Denmark, South Korea, Japan and many others.

 

It is worth noting that the process of European companies entering the Ukrainian market can take several years: prescribing business processes, approving the procedure for using funds, etc. Therefore, one of the proposals for coordinating the actions of the European authorities and business is the pilot of specific restoration projects, the cost of which can vary from 500,000 dollars. up to 2 million dollars.

 

 

Oleksandr Chervak, Executive Director of the CBU, announced to his European colleagues that the Recovery Construction Forum Ukraine will be held on April 11, 2024 in Kyiv with the support of FIEC. He noted that this time the program of the forum will be more focused on the involvement of representatives of Ukrainian business and affected communities, who due to certain restrictions did not have the opportunity to attend the previous events held in Warsaw.

 

Recovery Construction Forum Ukraine is an opportunity with the participation of communities, foundations, contracting companies and others to practically discuss those cases of reconstruction that are already being or will be implemented in Ukraine in the near future, as well as current challenges of the industry and effective coordination of government and business efforts regarding reconstruction (https: //recoveryforum.in.ua/).

 

At the same time, Kjetil Tonning, Head of the FIEC-EIC Task Force "Ukraine" has already announced his intentions to personally join the forum and called on those who wish to join.

 

✅Also, within the framework of the meeting, the participants discussed the rapid assessment of Ukraine's needs for damages (RDNA3). The Government of Ukraine, together with the World Bank Group, the European Commission and the United Nations, published a report on the updated joint assessment of damages and needs that arose as a result of the large-scale invasion of the russian federation - Rapid Damage and Needs Assessment (RDNA3).

 

According to the report, recovery needs amount to $486 billion. Such an amount will be needed over the next 10 years to restore Ukraine. This indicator is 18% more than presented a year ago in RDNA2: then it amounted to $411 billion.

 

💬“However, it is worth understanding now that due to the duration of analytics, research and agreements, the analytics of the World Bank may not be completely relevant. Yes, these are data that partners can rely on for understanding of the overall picture, but currently, according to preliminary operational assessments of the Ukrainian government, the needs for recovery as of today may reach 1 trillion dollars," Oleksandr Chervak said.

 

On the eve of the CBU meeting, at the request of the FIEC, it provided a list of companies that continue to cooperate with the russian federation (according to public data in the list of the National Agency of Corruption Prevention  "International War Sponsors").

 

At the same time, the representative of the Panhellenic Association of Engineers Contractors of Public Works (PEDMEDE) spoke about the results of the International Conference on the Reconstruction of Ukraine with the involvement of Greek business, which was held in Athens (Greece) on February 15, 2024.

 

During the meeting, other upcoming events related to the reconstruction of Ukraine were also discussed: World Circular Economic Forum 2024, Brussels (April 17, 2024); Ukraine Recovery Conference 2024 (URC 2024), Berlin (June 11-12, 2024). In particular, the CBU submitted its proposals for thematic priorities in the URC 2024 program, namely:

👉1. Public procurement or reconstruction/restoration of buildings.

👉2. Insurance coverage for companies.

👉3. Recommendations for European business regarding the future recovery, which are aimed at everyone who is interested in the reconstruction of Ukraine.
