For Ukraine to reach the European standard of living, we will need 200 years

🏗️For Ukraine to reach the European standard of living, we will need 200 years if we continue to build at the same pace as today.

Until 2022, Ukraine commissioned an average of 10 million square meters per year, and after the start of the full-scale invasion, 3 million square meters less, that is a little more than 7 million square meters per year (taking into account the restoration work). On average, there is 24 square meters for 1 person in Ukraine. For comparison, in Europe this figure is 50-60 square meters.

🏗️At the same time, it should be taken into account that 80% of the existing buildings are outdated. These are stalinists, khrushchevs, panels that do not meet modern standards. And more than 30 million square meters have already been damaged or destroyed as a result of the war and they need reconstruction. In addition, it is not known how many more will be destroyed.

Lev Partskhaladze, President of the Confederation of Builders of Ukraine, told about this during the Odesa Economic Revival Forum.

Accordingly, we need to prepare to build much more. Now we have the opportunity to use this period for preparation.

💬"As a Confederation, we are preparing typical projects for social infrastructure: schools, kindergartens, hospitals, administrative centers and many others. This will make it possible to build faster, saving up to 2 years, and to make construction much cheaper: the project, expertise, the most effective estimate, all of it will be ready and will not require additional costs," said Lev Partskhaladze.

Simplifying bureaucratic processes and strengthening digitalization are of particular importance for attracting investments. Ukraine has already made significant progress.

💬“If the Doing Business rating had existed until today, Ukraine could enter the top 5 countries in terms of permitting procedures in construction. Previously, you had to wait at least 380 days and go through more than 30 procedures to get a construction permit. Now - only 50 days and 5 procedures. And now it can be done easily and conveniently through Diya", Mr. Partskhaladze emphasized.

Also, in Ukraine, it became possible to register real estate through a notary public, which reduced corruption. And thanks to the appearance of the technical inventory bureau, it was possible to relieve the state.

We have visible results in the optimization of various processes, but there are still many areas where we need to work: develop typical projects, attract the best foreign technologies, so that reconstruction is fast and high-quality.

The following also took part in the discussion of trust between business and the government, opportunities and ways to attract investments, and the role of innovation in the public administration system:

👤Oleksandr Bornyakov, Deputy Minister of Digital Transformation of Ukraine

👤Serhiy Tihipko, Founder of the financial and industrial group "TAS"

👤Hennadiy Trukhanov, Mayor of Odesa

👤Peter Zalmaev, political scientist and director of the Eurasia Democracy Initiative

💻 Oleksandr Bornyakov informed how bureaucracy has decreased thanks to the digitization of public services. In addition, Mr. Bornyakov noted that business was able to quickly refocus on defense innovations.

📋As Serhiy Tihipko noted, business has already adapted to wartime conditions. He also listed the conditions for successful cooperation with the authorities - the presence of a strategic vision, concrete proposals and the development of an institution of trust.

🤝Hennadiy Trukhanov emphasized the importance of macro-financial stability and attracting significant amounts of international aid, which is necessary for post-war recovery.
