These and other pressing issues of the sector were discussed during the Recovery Construction Forum Ukraine 2.0, which took place on April 16, 2025, at Hilton Kyiv.

 

The forum gathered around 350 participants from across the country and became an important platform for discussing practical solutions in the fields of housing restoration, critical infrastructure, and investment attraction. Throughout a busy day, participants gained valuable insights, exchanged experiences, and discussed how joint efforts of the state, communities, and businesses can rebuild a new Ukraine.

 

Recovery Construction Forum Ukraine 2.0 was opened by Oleksandr Chervak, CEO of the Confederation of Builders of Ukraine (CBU): “Our forum is about the needs and opportunities for business to accelerate recovery and economic revitalization of communities.”

 

💬“It was right in this hall in October 2022 that the first Recovery Construction Forum took place, and it has since become an integral part of ReBuild Ukraine,” noted Olena Kononenko, Director of the ReBuild and Ukraine Aquatherm exhibitions, while welcoming the event participants.

 

💬Lev Partskhaladze, President of the CBU, in his welcome address emphasized: “Despite the challenges — shortage of personnel, logistical difficulties, and high risks — Ukrainian builders demonstrate extraordinary resilience, professionalism, and the ability to adapt quickly.  

These qualities are our main asset. What do we see in the future?

A huge potential for infrastructure development, attracting foreign and domestic investments, broad implementation of energy-efficient and green technologies, and the creation of comfortable and safe environments in cities and communities.”

 

🤝International support for Ukraine is of great significance. Our foreign partners continue to support the restoration of communities, including through donations to specific projects.

 

🏛️Lev Partskhaladze, together with Konstantin Kovshevatsky, Editor-in-Chief and Publisher of PRAGMATIKA.MEDIA, presented the launch of the “Architectural Navigator” project — a catalog of typical social infrastructure designs.

 

The goal of the Architectural Navigator is to ensure fast, high-quality construction at an efficient cost, based on modern scalable designs.

🔹In the first panel, the focus was on housing reconstruction — a key issue for millions of Ukrainians who lost their homes. State programs eVidnovlennia (eRecovery) and eOselya (eHousing) were discussed as effective tools for providing housing and developing social rental housing for communities, as well as modern rapid capital construction technologies, which open up new opportunities for business. Special attention was paid to the potential of non-state mortgage programs — another important element of sustainable reconstruction.

 

Participants in the discussion included representatives of UKRFINZHYTLO (Ukrainian Financial Housing Company), the Housing Institute, the United Nations Refugee Agency (UNHCR), the All-Ukrainian Association of Communities, Bucha City Council and Borodianka community, developers, and others.

 

🌇The reform of housing policy was presented by Olena Shuliak, Head of the Verkhovna Rada Committee on State Building, Local Governance, Regional Development and Urban Planning, and Head of the "Servant of the People" party.

 

Ms. Shuliak emphasized the need for accurate data and statistics for further planning, since currently, information on the number of internally displaced persons or municipal housing may differ across various sources: “Proper management decisions begin with planning and data.”

 

💬In particular, the draft law “On the Basic Principles of Housing Policy” provides for the creation of a national housing information and analytical system: “All information about housing, about all state programs, about eOselya, and eVidnovlennia, about municipal programs, and about social housing, and about opportunities available to communities — all this will be accumulated in one place. The main goal of the new housing policy is to make housing affordable for Ukrainians.”

 

Olena Shuliak also listed the challenges that hinder work and require solutions, and highlighted the importance of community development planning.

 

🔹The second panel “Rebuilding Critical and Social Infrastructure: From Comfort to Safety” emphasized the importance of a comprehensive approach. The discussion focused on the socio-economic development of regions, safety of critical infrastructure facilities, rapid recovery of schools, kindergartens, hospitals, and the role of public-private partnerships in implementing the best global practices — quickly, efficiently, and rationally.

 

Participants in the discussion included representatives of the UNDP PMCU, the Business Ombudsman Council, the Association “Ukrvodokanalekologiya”, and the city councils of Irpin and Kharkiv.

 

As part of the panel, an exclusive dialogue took place, moderated by Oleksandr Chervak, CEO of the CBU.

 

🏥Ihor Kuzin, Deputy Minister of Health, Chief State Sanitary doctor of Ukraine, HEAL Ukraine Project Coordinator, presented the project’s work on strengthening the healthcare system and saving lives.

 

The aim of the project is to provide emergency assistance and support long-term recovery through infrastructure funding, equipment, training, capacity building, and the provision of essential medical services.

 

💬One of the project components is the restoration and modernization of hospital care in line with reform priorities — reconstruction, major repairs of selected hospitals, and construction of new buildings within existing facilities: “The full-scale war has caused severe damage to the healthcare system — hundreds of hospitals, outpatient clinics, and primary care points have been destroyed or damaged. As a result of attacks and shelling, 1,984 medical facility buildings have been damaged, 301 — completely destroyed. Nearly 600 facilities have already been restored.”

 

Mr. Kuzin informed participants about current projects being implemented, including the construction of several medical institutions, and explained the algorithm that construction companies should follow to get involved in the work, participate in tenders, etc.

 

🏗️Yurii Sverba, Deputy Head of Ukraine's State Agency for Restoration and Infrastructure Development, spoke about the specifics of the Agency's work. In particular, he presented the features of the Agency’s new structure.

 

As of today, the strategic directions of work include:

✔️large infrastructure projects (protection of energy facilities, construction of water pipelines);

✔️construction of municipal housing;

✔️frontline infrastructure (evacuation routes, support for frontline needs);

✔️logistics and checkpoints on the state border;

✔️restoration of damaged or destroyed settlements and social infrastructure;

✔️increasing energy efficiency in communities.

 

In particular, a pilot project for the reconstruction of 5 settlements is currently underway. It involves comprehensive restoration (housing, administrative buildings, cultural, educational and medical institutions, roads, safety centers).

 

🤝Igor Guda, Founder of Kreator-Bud and General Partner of the Recovery Construction Forum Ukraine 2.0, spoke about business-state cooperation based on his own experience. He noted that the company is now focusing on projects that can be implemented quickly without compromising quality.

 

Mr. Guda emphasized that cooperation with state initiatives, such as eOselya, is a response to the real needs of the market and communities (rapid construction, accessible infrastructure, comfortable living).

 

As a result, the state receives a fast and flexible solution for housing restoration, society — quality housing adapted to its needs, and business — a clear model for growth and scaling.

The third discussion block focused on the topic of investment in recovery. The discussion was joined by a representative of the Ministry of Economy of Ukraine and top managers from the Ukrainian Chamber of Commerce and Industry, UkraineInvest, the German-Ukrainian Chamber of Industry and Commerce, the Association of Small Towns of Ukraine,GC “Industrial Parks of Ukraine”, BGV Group Management, CBRE Ukraine, and Caparol Ukraine.

 

Experts outlined ways to attract capital, existing public and private support programs, and shared their vision of how to increase Ukraine’s investment appeal today. Investment in our country is not only support for recovery but also an entry into a promising market with significant potential.
