🔐 Innovative solutions in civil protection and security
On 27 November 2025, Ukrainian and Finnish companies met to discuss cooperation in the field of modern technologies for the construction of shelters.
💬 "We are grateful to our Finnish partners for their sincere interest in Ukraine and especially in the issue of shelters. We all believe that peace will surely come, and then we will face the task of large-scale reconstruction. That is why we need to prepare now so that we can act quickly and effectively when the time comes for reconstruction. Such partnerships make this possible," said Lev Partskhaladze, President of the Confederation of Builders of Ukraine, opening the event.
📋 He also presented a certificate to Jukka Korpio, Chief Operating Officer and Head of International Sales at Verona Shelters Group Oy, confirming the strategic business partnership between the CBU and Verona Shelters Group Oy.

The participants exchanged practical experience in the design and manufacture of shelters, discussed opportunities for joint projects and further steps to expand the partnership. The parties agreed to deepen cooperation in the field of technology, training and production in order to jointly develop effective solutions for the shelter system in Ukraine.
📌 Yukka Korpio, Chief Operating Officer of Verona Shelters Group Oy, emphasised that the cooperation has a practical goal — to create real, effective solutions for the protection of the civilian population: "We strive not only to build shelters, but to create safe, functional structures that help people. Our goal is to share our experience and knowledge, but we also want to learn from you, because you are currently living in times of crisis."
🎓 He presented international experience in implementing civil protection projects, as well as the activities of the Verona Academy, an academy for training specialists and disseminating knowledge about modern civil protection standards. The centres are located in Finland (HQ Liesjärvi), Kyiv, Athens and Abu Dhabi. The academy also trains managers, designers and operators in the principles of dual use of shelters - so that in peacetime they can function as gyms, car parks or public spaces.
Lev Partskhaladze expressed interest in cooperating with Verona Academy: ‘It is important that Finnish experience becomes part of the Ukrainian construction market. We want Verona Academy to become a platform for training Ukrainian developers and businesses working in the field of civil protection.’
🧱 Maria Roslund-Konsti presented a new generation of shelters manufactured by Rakennusbetoni-ja Elementti Oy - the structures are reliable, cost-effective, and take 2 to 4 days to install. The company is implementing Carbonaide technology, which uses concrete with a cement content of up to 20 per cent, reducing setting time by up to 25 per cent and mineralising CO₂ in the concrete.
‘We really need these solutions because they're affordable and can be mass-produced. This is exactly what Ukraine needs today,’ said BetonEnergo Director Oleksandr Mazurok.
💥 Participants also checked out the results of structural testing: a 23-tonne explosion didn't damage any of the shelter models on display. The company is already cooperating with Elematic Oyj and is looking for Ukrainian partners to organise local production of special concrete elements.
