🌍 Skills development as a driving force for Ukraine's recovery and reconstruction

📅 On November 14, 2025, in Warsaw, as part of the second EU-Ukraine Investment Conference held at ReBuild Ukraine Expo — an annual platform for cooperation between the European Union and Ukraine — a panel discussion was held on skills development as a driving force for Ukraine's recovery and reconstruction. The discussion was moderated by Ms. Susanne M. Nielsen, Human Capital Expert and representative of the European Training Foundation in Ukraine.

🏗️ The Confederation of Builders of Ukraine (CBU) was represented at the conference by its CEO, Oleksandr Chervak, who shared the industry's vision for staffing the reconstruction process and key partners.

The Director General of the CBU emphasized that the construction industry today is experiencing an acute shortage of technical specialists, engineering and supervisory personnel, and specialists with modern competencies, in particular in building information modeling and health, safety, and ecology, which directly affects the pace and quality of reconstruction.

💼 Businesses are responding pragmatically by launching short training courses, retraining veterans, women, and young people, collaborating with international educational projects, and implementing new standards through the “Quality Mark” and a project to train safety specialists for reconstruction.

🤝 Oleksandr Chervak emphasized that systemic changes are only possible through the joint efforts of businesses, educational institutions, and donors, as well as the use of digital tools such as the builder's ID card, which will make the labor market transparent and predictable.
