🌐On January 18, 2024, another meeting of the FIEC-EIC Task Force "Ukraine" was held.
During the meeting, initiatives that are being taken to help Ukraine at this level, the process of donor public procurement in our European country and where foreign partners could get acquainted with recovery projects were discussed.
👤Susanne M. Nielsen, a representative of the European Training Foundation (ETF), presented the agency's activity regarding the construction, reconstruction process and microcrediting of Ukraine.
The ETF actively supports Ukraine and focuses on education and labor markets to promote economic growth. The ETF is engaged in the development of a Comprehensive Plan, which provides support for close coordination with the Ukrainian authorities and the European Commission. The plan is implemented by the Ukrainian Task Force of the ETF, and the support is in line with Ukraine's priorities and the goals of the European Commission, which continue with recovery and medium-term efforts related to Ukraine's status as a candidate for European Union membership. In addition, the ETF conducts research to monitor and evaluate how the military invasion of the russian federation on the territory of Ukraine affects the mobility of people, its influence on the labor market and collects information, as well as its influence on educational institutions.
🌿Susanne M. Nielsen spoke about the GRETA (Greening responses to excellence through thematic actions) initiative. This is a kind of "green answer" through thematic events. It also supports green construction, which is one of the key topics in Ukraine, and has many needs for the development of the green direction, in particular, as regards vocational training. And this is exactly what was proposed to keep working on at future FIEC-EIC Task Force "Ukraine" meetings.
👤Domenico Campogrande, Director General of FIEC also added that it is worth paying attention to the digitization of construction processes, although this is something that goes hand in hand with green construction.
💻Mykola Tkachenko, General director of "Prozorro" and Oleksii Dorohan, executive director of the Better Regulation Delivery Office (BRDO), Chairman of the Board of RISE Ukraine, spoke during the meeting of the FIEC-EIC "Ukraine" target (working) group. They talked about Prozorro's public procurement procedure for international donors and the DREAM ecosystem, as a platform that digitizes information about the rehabilitation of facilities.
Mykola Tkachenko emphasized that the team of the Prozorro system constantly studies and implements European legislation and the main principle of its work is "everyone sees everything". The average cost of construction and restoration projects in 2023 is at the level of 4 billion dollars, in the field of construction, tenders for 130 billion hryvnias were held in the system. Over the past 7 years, 300 TB of information in the system has been collected, 2 million tenders have been held, more than 140,000 participants have been gathered to participate in public procurement, and $6 billion has been previously saved.
💬 "It is interesting that last year foreign participants took part in 520 competitive lots, with a total value of over UAH 33 billion. Therefore, we are trying to make all process systems more understandable," said the general director of Prozorro State Enterprise.
🔎Oleksii Dorohan noted, that sometimes the preparatory process is even more complicated than the construction itself. So, for the convenience of contractors who want to participate in construction procurement, all phases of construction of objects are displayed in one place - the transparent DREAM system. The system provides transparency of reconstruction projects at all stages online, it is a kind of "one-stop shop" for recovery management.
He also separately emphasized on the fact that the object can be published first in the DREAM ecosystem even before the tender is announced. According to the Chairman of the Board of RISE Ukraine, this is an important aspect, especially for the private sector.
👤Lev Partskhaladze, President of the CBU, expressed his gratitude to his European colleagues for their desire to support Ukraine and join the reconstruction process. He emphasized that the Prozorro and DREAM systems are an example and demonstration that Ukraine is open to transparent and safe cooperation with foreign partners.
👤At the same time, Oleksandr Chervak, executive director of the CBU, announced to the international colleagues RECOVERY CONSTRUCTION FORUM UKRAINE, which will take place on April 11, 2024 in Kyiv. It is a great opportunity for partners to come to Ukraine to establish contacts and find reliable partners.
The next meeting is planned for the second half of February 2024.
