✈️ New construction rules near airfields: Government updates procedures
📄 On April 24, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 524 "On Amendments to the Resolution of the Cabinet of Ministers of Ukraine No. 1427 dated December 23, 2021", which improves the procedures for the use of airfield environs and information interaction in the construction sector.
📝 In particular, during martial law, it is recommended to conduct an impact assessment of construction objects in the environs of airfields (heliports) that are not certified or whose certificates have expired, upon a corresponding request from the State Aviation Service.
📱 It also provides for the creation, by May 25, 2026, of an electronic user cabinet for the authorized body responsible for aeronautical information and airfield operators within the Unified State Electronic System in the Construction Sector.
📌 Specific changes concern the procedures for determining the maximum height and planning restrictions for the development of land plots in airfield environs, as well as the interaction between urban planning and architecture authorities, the State Aviation Service, the Ministry of Defense, and airfield operators.
⚡ Furthermore, the procedure for registering assessment results through the Construction Activity Register of the electronic system has been updated, and the mechanisms for approving the placement of objects with a height of 150 meters and more have been clarified.
What this means in practice:
🔸 Fewer "grey areas" in construction near airfields.
🔸 More digitalization and transparency.
🔸 Simplification of procedures during martial law.
🔸 Stricter control of high-rise construction.
