💰 Cost of Roads and Repairs: Government Updates Calculation Mechanism

📄 On April 24, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 526 "On Amending Resolution of the Cabinet of Ministers of Ukraine dated November 19, 2025, No. 1512," which updates the approaches to determining the cost of construction, as well as current average repairs, current repairs, and operational maintenance of public highways.

📚 The changes provide for an updated mechanism for analyzing the prices of material resources using a price database within the Unified State Electronic System in the field of construction. In particular, the procedure for generating price analysis reports, the use of electronic documents, and mechanisms for the initial population of the database have been defined.

📌 The document also clarifies the procedure for applying current prices for material resources when preparing investor cost estimates, forming contract prices, and conducting mutual settlements.

⚡ Special attention is paid to the issue of estimated wages. It is established that in 2026, a multiplication factor of 2 will be applied for its determination, and in specific cases, factors of 1.5 or 3, depending on the average monthly wage level in the construction industry of the respective region.

📲 Furthermore, the mandatory uploading of contract prices and certificates of completion of construction work to the Unified State Electronic System in the field of construction is required, as well as electronic interaction between state information resources to populate the price database.
