⚡ Olena Shuliak on Updating Housing Policy and Prospects for Affordable Housing in Ukraine
👤 On February 19, 2025, during the thematic panel "Community Reconstruction Policy: 2024 Results and 2025 Priorities," Olena Shuliak, Head of the Verkhovna Rada Committee on State Building, Local Governance, Regional Development and Urban Planning, and Head of the "Servant of the People" party, delivered a speech.
She noted that in 2025, the outdated housing policy is planned to be replaced with a new, modern legal framework that has not been successfully adopted over the past 30 years. One of the key issues was the Housing Code of Ukraine, which was enacted back in 1983.
☝️ Ms. Shuliak reported that, according to analysts, Ukraine currently faces a number of issues caused by outdated legislation. These include long waiting lists for housing, the disparity between citizens' incomes and their ability to own a home, and the lack of fully functioning financial and credit mechanisms to provide housing for citizens.
For 2025, the Ukrainian government plans to reform housing legislation and take the first step toward ensuring citizens have access to affordable housing.
💬 "I often say that Ukrainians have three dreams. The first dream is a fair and just end to the war. The second dream is to have a job with decent pay or conditions for doing business that allow it to grow. And the third dream is to have a home of their own, their own housing. Because for Ukrainians, it is very important to have a strong, personal home where their family will live," said Olena Shuliak.
At the same time, while the new legislation is being developed, Ukraine is receiving support from international partners, such as the European Investment Bank, which is implementing projects directly in the regions without waiting for the legislation to be adopted.
🏘️ Regarding the eVidnovlennya (eRecovery) program, Ms. Shuliak stated that in 2023-2024, approximately UAH 18 billion was provided to citizens as compensation for damaged or destroyed housing.
She reminded that when preparing the 2025 budget, the Ministry of Finance of Ukraine did not allocate funds for financing the eVidnovlennya program. However, thanks to the active stance of the Government and Parliament, UAH 19 billion has now been allocated for the program's implementation.
✔️ A new component has recently been launched, allocating UAH 15 billion in payments for destroyed housing for internally displaced persons. During the first week of implementation, over 3,000 housing certificates were issued.
💬 “We understand that UAH 15 billion for internally displaced persons is not enough, as it will cover approximately 10,000 IDP families. A larger-scale program is needed. We are grateful to the World Bank and the Council of Europe Development Bank, which are standing by our side in implementing the eVidnovlennya program,” added Ms. Shuliak.
📍 Additionally, the Head of the Verkhovna Rada’s relevant committee reported that on February 6, the President of Ukraine initiated a meeting, instructing the Minister for Communities and Territories Development of Ukraine and the Minister of Finance of Ukraine to present proposals for a comprehensive housing program for internally displaced persons within two weeks.
Ms. Shuliak expressed hope that the eVidnovlennya program would be expanded and that eOselya would become more accessible specifically for internally displaced persons. The Government of Ukraine, in turn, will do everything possible to meet the indicators of the European plan and further develop programs launched back in 2022.
According to Olena Shuliak, local self-government bodies must be prepared for international companies to enter the Ukrainian market.
It is also necessary to support domestic companies, eliminate bureaucratic obstacles, and digitize the sector.
💬 “The construction market will function efficiently only when it is transparent, fair, accountable, and operates under new European standards,” emphasized Ms. Shuliak.
