🌐 The Restoration Agency Introduces New Approaches to Tender Procedures
🏗️ Viacheslav Didkivskyi, Deputy Head of the State Agency for Restoration and Infrastructure Development of Ukraine (Restoration Agency), outlined the key directions of the agency’s work during the thematic panel “Community Reconstruction Policy: 2024 Results and 2025 Priorities.”
💬 “Our priority is to establish a central procurement office that will consolidate procedures, ensure transparency, and provide guarantees to our international partners,” stated Mr. Didkivskyi.
He also noted that the Restoration Agency’s largest partners today are the World Bank, the European Investment Bank (EIB), and the European Bank for Reconstruction and Development.
📜 To minimize corruption risks, processes will be separated: a project management group will prepare package documentation, while the Central Procurement Body (CPB) will oversee the tender process.
Viacheslav Didkivskyi shared insights on how this mechanism will function and why it is essential.
He also elaborated on how the Restoration Agency is working to preserve road infrastructure and develop border crossing points to ensure uninterrupted logistics.
💬 The plan for this year alone includes the restoration of four and the construction of three new border crossing points: “We must do everything possible on our side to increase the capacity of border areas.”
💡 Another priority highlighted by the Deputy Head of the Restoration Agency is updating the lighting systems in cities. This project will be implemented using grant funding.
💬 “In any project, we seek ways to minimize deferred payments and additional expenditures from our budget,” emphasized Viacheslav Didkivskyi. Participants of the thematic panel had the opportunity to learn about possible solutions to this issue.
🏘️ Additionally, Mr. Didkivskyi shared the current progress of the social housing construction project, noting that there are prospects for cooperation on this issue with the EIB. The discussion concerns a loan and a grant totaling €400 million.
At the same time, some issues remain open, with work already underway: the legislative framework and direct implementation.
The technical aspect of the project involves creating 5–7 typical designs for secondary use, which will be offered to communities for selection. Each community will be able to choose the most suitable option for its needs.
💰 Regarding project financing, it is planned that 75% will be covered by the state budget and external investments, while 25% will come from local community funds. By the end of this year, the goal is to build 6,000 apartments.
The Deputy Head of the Restoration Agency also provided an update on another project—thermal power plants (TPPs) operating on processed waste. He shared existing developments and noted that several communities have already expressed interest in participating.
📎 The thematic panel “Community Reconstruction Policy: 2024 Results and 2025 Priorities” was organized by the Confederation of Builders of Ukraine as part of the practical forum “Rebuilding in Action 3.0” at the KyivBuild Ukraine 2025 International Construction Exhibition.
