✔️ Head of the State Inspectorate for Architecture and Urban Development of Ukraine: Transparency of permitting procedures – the path to effective reconstruction
Oleksandr Novytskyi, Head of the State Inspectorate for Architecture and Urban Development of Ukraine (DIAM), provided information on the continuation of the digitalization of the construction industry during the thematic panel "Community Reconstruction Policy: 2024 Results and 2025 Priorities."
📱At the beginning of 2025, the Government of Ukraine adopted a DIAM resolution on the automatic registration of documents for objects with a low class of consequences (CC1).
Throughout the year, DIAM and relevant authorities in communities review 100,000–200,000 documents related to CC1 construction. The automated system has already proven its effectiveness, reducing the number of refusals for declarative documentation submission to 7%, whereas previously this figure could reach 60%.
💬 "We have observed that a large percentage of CC1 documents in the regions are returned for revision, which raises concerns. That is why, in a few weeks, automatic registration will be operational in all state architectural and construction control bodies. A notification of the start of construction work or a declaration of an object’s commissioning will be registered in just 5–10 minutes without the involvement of an official," emphasized Mr. Novytskyi.
Forum participants had the opportunity to learn about the specifics of this system's operation.
🔍 Of course, automatic registration will not be uncontrolled. Oleksandr Novytskyi explained how monitoring will take place: whether all legislative norms are followed, whether registrations are done correctly, etc.
💬 "We have placed our trust in a reliable player – digitalization – the Unified State Electronic System in Construction," said Mr. Novytskyi. "We are leveling the playing field for everyone. We are giving citizens and businesses the opportunity to receive a ready document in just 15 minutes."
❗ The Head of DIAM also shared further plans for CC1 automation, including new construction services in the Diia app.
He also recalled DIAM’s achievements in 2024: a chatbot with the "Precheck" service, a guide for accepting objects into operation, a project checklist for controlling construction products at the customs clearance zone, and more.
