👤 Andrii Tarasenko, Director of the Business Development Department at Ukrainian Financial Housing Company (Ukrfinzhytlo), was a speaker at the thematic panel "Community Reconstruction Policy: 2024 Results and 2025 Priorities," which took place on February 19, 2025.  

 

He noted that in December 2024, the Government of Ukraine decided to additionally capitalize Ukrfinzhytlo by UAH 20 billion, bringing the company’s capital to UAH 70 billion.  

 

👪 As of today, more than 15,600 Ukrainian families have obtained housing through the eOselya (eHousing) program, with total financing since its launch exceeding UAH 25 billion.  

 

In 2024, eOselya’s financing volumes nearly doubled compared to 2023, increasing from UAH 8 billion to UAH 14 billion. In 2025, Ukrfinzhytlo plans to finance 10,000 families for approximately UAH 17 billion.  

 

📍 Mr. Tarasenko stated that several changes were made to the eOselya program in 2024. In particular, the housing age requirement was set at no more than three years, except for purchases in frontline regions and by internally displaced persons, where the housing age may be up to ten years.  

 

💬 "Previously, the share of sales from developers was about 30-35%, but after implementing these changes, we see a significant shift, with the share of sales from developers nearly doubling," saidAndrii Tarasenko.  

 

He added that currently, the share of apartment sales from developers is 56.7% and continues to grow every month.  

 

A total of 95 developers accredited by partner banks have already benefited from the eOselya program, selling 217 buildings across Ukraine.  

 

In total, more than 5,000 apartments have been purchased from developers, and thanks to eOselya, developers have received UAH 8.5 billion.  

 

📌 What has this contributed to the economy?  

 

📈 According to Ukraine’s Ministry of Economy, demand for construction materials increased by 23.8% over the last nine months of 2024, influenced in part by the eOselya program.  

 

Additionally, eOselya ranks second among the "Made in Ukraine" programs in terms of GDP growth impact.  

 

📌 What do eOselya clients expect from developers?  

 

According to Mr. Tarasenko, clients typically choose properties that have already been commissioned or will be completed soon. In particular, the most popular options are apartments with ready-made renovations from developers. He also mentioned that there has already been a first case of selling small real estate units through the eOselya program.  

 

🗓️ Andrii Tarasenko shared the program’s plans for 2025, which include over 600 apartments being purchased by citizens each month.  

 

Additionally, as in 2024, the company’s additional capitalization has been approved for this year, allowing Ukrfinzhytlo to continue expanding and developing the eOselya program.
