🔋 The Energy Efficiency Fund Stimulates Recovery Processes
Dmytro Syrykh, Technical Director of the Energy Efficiency Fund of Ukraine, spoke about how the Fund is working on restoring damaged buildings and improving energy efficiency during the thematic panel "Community Reconstruction Policy: 2024 Summary and 2025 Priorities."
Mr. Syrykh emphasized the importance of cooperation with communities in enhancing the energy efficiency of multi-apartment buildings. He also shared the journey the Fund has taken since the fall of 2022, detailing how financing was secured and how collaboration with communities developed.
💬 "The key focus of the Fund's activities is the comprehensive energy modernization of the housing sector. Under martial law, the Fund has expanded its scope, and since the fall of 2022, with financial support from the EU, we have been providing grant support to OSBBs (organizations of co-owners of apartment buildings) for the restoration of war-damaged buildings. In the spring of 2024, a program was launched to encourage the use of alternative energy sources in multi-apartment buildings," noted Dmytro Syrykh.
The Energy Efficiency Fund implements three programs: VidnovyDIM (RestoreHOME), Enerhodim (EnergyHome), and GreenDIM (GreenHOME).
🏗️ VidnovyDIM provides a non-repayable and free grant covering 100% of the cost of materials and works, but not exceeding UAH 8.8 million per building.
A total of 1,051 applications were received, with projects for 849 buildings fully or partially completed. This represents nearly 100,000 households.
Dmytro Syrykh reminded that compensation can be obtained for:
🔹 Replacement or repair of damaged window units, exterior and interior vestibule doors;
🔹 Repair of damaged building facades;
🔹 Repair of damaged building coverings;
🔹 Restoration of the integrity and load-bearing capacity of walls and their elements;
🔹 And more.
🔋 As of today, the total value of submitted projects under the Enerhodim program amounts to UAH 7.3 billion, with over 79,000 families already participating.
According to the program’s indicators, it has allowed for annual savings of 334.2 million kWh.
☀️ Another program of the Energy Efficiency Fund, GreenDIM, is aimed at promoting the use of alternative energy sources.
A total of UAH 249.1 million worth of projects have already been submitted for participation in the GreenDIM program, with more than 29,000 families joining.
The grant covers 50% of the cost of equipment and materials, as well as 70% of the cost of energy efficiency certification before application submission and after project implementation.
💬 "Each of the three areas of the Fund's activities is in some way connected to the restoration and modernization of the housing sector. Today, these are strategically important directions for the country and a vital necessity for Ukrainians. Demand for our programs continues to grow — despite the horrors of war, people strive to live in their homes, actively implement energy efficiency measures, and introduce green energy generation systems in multi-apartment buildings," emphasized Mr. Syrykh.
🤝 He added: "In this process, it is crucial to provide effective support to people. That is why the Energy Efficiency Fund is actively working to secure additional financing so that each of our programs continues to operate efficiently, meeting public demand."
📎 The thematic panel “Community Reconstruction Policy: 2024 Results and 2025 Priorities” was organized by the Confederation of Builders of Ukraine as part of the practical forum “Rebuilding in Action 3.0” at the KyivBuild Ukraine 2025 International Construction Exhibition.
