🤝 Ensuring Favorable Conditions by the State and Communities for Private Sector Participation in Reconstruction Projects  

 

Dmytro Polyanskyi, Senior Recovery Lead of the Business Ombudsman Council, presented detailed information on this issue during the thematic panel “Community Reconstruction Policy: 2024 Summary and 2025 Priorities.”  

 

📊 Mr. Polyanskyi shared statistics on business appeals: a total of nearly 1,200 complaints were received and reviewed, allowing businesses to save UAH 2.2 billion. In 67% of cases, the appeals were submitted by small or medium-sized businesses. Panel participants had the opportunity to learn about the specifics of private sector involvement in reconstruction, business protection, and measures to ensure transparency in business-government relations.  

 

The Senior Recovery Lead of the Business Ombudsman Council elaborated on the key challenges in the reconstruction sector, including:  

🔸 Delays in fund allocation and inefficient use of allocated funds;  

🔸 Delays in payments for completed work/signing of project completion reports;  

🔸 Difficulties in attracting private businesses (both national and foreign) to participate in reconstruction projects;  

🔸 Corruption risks in procurement and the price-based approach as the primary criterion in public procurement;  

🔸 The need to align salaries with market rates;  

🔸 A growing labor shortage;  

🔸 A lack of materials due to the destruction of enterprises and supply chain disruptions.  

 

Over the next 5-7 years, Ukraine may face a labor shortage of approximately 3 million workers.  

 

At the same time, energy sector problems have a direct impact on construction materials: production costs are rising, and supply chains are becoming more complex.  

 

Despite all these challenges, foreign businesses are ready to invest. As Dmytro Polyanskyi emphasized, the private sector can be a key player in community reconstruction, while local governments can serve as the driving force for change.  

 

💬 “Ukraine’s reconstruction is impossible without engaging the private sector as the driving force of this process, as well as the active participation of local governments and the state as reliable partners. They must create a level playing field — transparent, equal, and clear ‘rules of the game’ that will facilitate the country’s effective recovery,” stressed Mr. Polyanskyi.

 

📎 The thematic panel “Community Reconstruction Policy: 2024 Results and 2025 Priorities” was organized by the Confederation of Builders of Ukraine as part of the practical forum “Rebuilding in Action 3.0” at the KyivBuild Ukraine 2025 International Construction Exhibition.
