🤝 How Can Ukrainian Businesses Participate in UNDP Projects?
The specifics of UNDP’s technical support for reconstruction projects were presented by Nadiya Bondarchuk, Technical Expert at UNDP GTP, during the thematic panel “Community Reconstruction Policy: 2024 Summary and 2025 Priorities.”
💬 “Currently, UNDP supports many programs that seek independent expertise and monitoring of project implementation, which are primarily funded by international partners,” noted Nadiya Bondarchuk.
The expert provided a detailed overview of several UNDP programs:
✔️ ECPU (Emergency Credit Program for Ukraine's Recovery) – which includes a €200 million multi-sectoral framework loan for the restoration of critical and social infrastructure;
✔️URP (Ukraine Recovery Program) – which includes a €340 million loan for infrastructure restoration;
✔️URP III, which includes a total loan amount of €250 million. The projects will be financed on a non-repayable basis as a grant.
❗ Nadiya Bondarchuk emphasized that not all projects under the URP program have been launched yet, meaning developers still have the opportunity to participate in this program.
🏗️ She provided detailed information on the selection criteria for URP III projects, including an 18-month project implementation period, a requirement for co-financing from local budgets of at least 23%, and more. She also shared with panel participants the step-by-step process for project implementation:
🔹 Allocation of funds between budgets and projects by a government decision;
🔹 Submission of a Request for Funds Allocation and Procurement Plans to the European Investment Bank (EIB);
🔹 Approval of the Request for Funds Allocation and Procurement Plans by the Bank;
🔹 Signing of loan transfer agreements;
🔹 Preparation of tender documentation (based on a template provided after agreement with the Bank);
🔹 Submission of tender documentation for approval by the Ministry for Communities and Territories Development of Ukraine (Ministry for development);
🔹 Approval of tender documentation by the Ministry for development working group to ensure compliance with Bank requirements;
🔹 Conducting procurement procedures, selecting a contractor, and signing a contract;
🔹 Procuring technical supervision (IC if necessary), selecting a winner, and signing a contract;
🔹 Providing Ministry for development with certified copies of contracts for further notification of the EIB;
🔹 Submitting documents to Ministry for development for opening accounts (signature sample cards and supporting documents);
🔹 Preparing payment documents (advance payments or payments for completed work/technical supervision/IC);
🔹 Submitting monthly reports on the use of loan funds via DREAM;
🔹 Providing a commissioning document.
The key areas where UNDP’s technical assistance is focused include:
🏗️ Engineering support and construction monitoring;
🏗️ Procurement monitoring and improvement of financial management;
🏗️ Ensuring transparency and accountability, preventing and mitigating corruption and related risks.
Participants also had the opportunity to hear from Nadiya Bondarchuk about key specific requirements for the implementation of URP subprojects, such as restrictions on the estimated cost per square meter, requirements for tender documentation, and more.
