📆 On September 18, 2025, a regular meeting of the CBU Committee on Regulatory and Legislative Activities took place.

👤 Olha Sydorchuk, Head of the CBU Committee on Legislative and Regulatory Activities, Partner at Altelaw & Sempra Law Firm, and a member of the CBU Board of Directors, presented the key provisions of government draft decisions and legislative initiatives that directly affect the development of the construction industry.

🔹 Draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to Annexes 6 and 7 of the Procedure for Maintaining the Unified State Electronic System in the Construction Sector”

🔹 Draft Law of Ukraine “On Amendments to the Budget Code of Ukraine Regarding the Functioning of the Unified State Electronic System in the Construction Sector as a Component of the Urban Planning Cadastre at the National Level”

🔹 Draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the List of Construction Works That Do Not Require Permitting Documents and After Completion of Which the Object Is Not Subject to Commissioning”

During the Committee meeting, members reviewed proposals for amending the Draft Resolution of the Cabinet of Ministers of Ukraine “On Amendments to Annexes 6 and 7 of the Procedure for Maintaining the Unified State Electronic System in the Construction Sector.”

♿ Yurii Sidenkov, Director of Private Enterprise “UNIVER”, member of the CBU Board of Directors, emphasized that ensuring the accessibility of future construction projects for people with limited mobility is an urgent issue under current conditions.

In his opinion, Ukraine should move toward international standards, where infrastructure — including streets, pharmacies, stores, and public transport — is designed to meet the needs of people with disabilities.

Olha Sydorchuk also briefly outlined upcoming changes regarding the paid use of services within the Unified State Electronic System in Construction (USESС).

⚙️ The participants also discussed in detail the problem of the outdated wastewater discharge procedure.

Yurii Martyniuk, Executive Director of the Association of Western Ukrainian Developers, member of the CBU Board of Directors, and Head of the CBU Regional Office in Lviv region, emphasized the need for legislative changes that would promote the construction of modern wastewater treatment facilities.
