🌐On October 14, RECOVERY CONSTRUCTION FORUM 2.0 was held in Warsaw, Poland, as part of the REBUILD UKRAINE exhibition, which united the international construction business to help rebuild Ukraine.

 

RECOVERY CONSTRUCTION FORUM 2.0 was opened by the organizers Lev Partskhaladze, President of the Confederation of Builders of Ukraine (CBU) and Olena Kononenko, Head of the REBUILD UKRAINE project.

 

👤Lev Partskhaladze thanked everyone for their contribution and help: "We want to build Ukraine according to new principles. We need to prepare well for recovery and develop best practices and strategies to make reconstruction fast and high-quality."

 

👤Olena Kononenko, welcomed everyone present: "Ukraine has become the largest construction site in the world. We want to emphasize that we need to work now, without putting it off for later. Many projects have already been implemented. I am sure that we will have even more partners and investments from all over the world."

 

👤 During RECOVERY CONSTRUCTION FORUM 2.0, an open dialogue was held with Mustafa-Masi Nayem, Head of the State Agency for Reconstruction and Development of Infrastructure of Ukraine.

 

The moderators were Lev Partskhaladze and Kjetil Tonning, Head of the FIEC-EIC Working Group on Ukraine (Task Force "Ukraine").

 

🏗️Mustafa-Masi Nayem noted the importance of reconstruction today: "We are part of the team responsible for the reconstruction of bridges, the construction of temporary structures, everything that allows to delivery the goods. A lot of work has been done, and the Recovery Agency now has the most experience. We have 24 offices across the country, where people work to help rebuild."

 

He described the three main directions in which the work of the Recovery Agency is carried out:

 

✔️The first is war: "We are not involved in military operations, but we help people survive and fight. The whole team, not just the agency. Now the cargo does not stop anywhere, everyone reaches the front, and we did it in just one and a half years."

 

✔️The second priority is export: "The Ukrainian economy is still working. Ports are blocked, so all cargo goes by road, this is important for us. There is a green corridor, but it is not enough. Back in June, with the support of the US and the European Commission, we started the reconstruction of border checkpoints in order to expand exports. Crossing the border should be not only fast, but also convenient."

 

✔️The third priority is critical and social infrastructure, its protection from shelling. Mr. Mustafa noted that half of the large reconstruction project after the destruction of the Kakhovskaya dam has already been completed, water supply has already been restored in Kryvyi Rih, and all works on the main water pipeline will be completed by the end of the year.

 

💬 "Although we are the Recovery Agency, now everyone is talking about survival. The main recovery will be after the war, and now we are trying to support and restore the critical things," Mustafa-Masi Nayem emphasized.

 

The head of the Recovery Agency told how foreign business can help: "I see great interest, but we have a list of problems, but we also have experience of successful cooperation with companies that provided assistance in the form of expertise, supervision, and consultations."

 

💬“My advice is to do it now. After the victory, it will be more difficult. Now you can come to Ukraine, conduct research, learn about the conditions, customers. We are open to everything. Just do it. Competition is the only thing that will make the reconstruction modern", Mr. Mustafa emphasized.

 

He noted one of the main features of the reconstruction of Ukraine: "We cannot remain in a vacuum, we must prepare the companies that will come after the victory. But the problem is that all countries have different strategies. We have a government, we have our own bureaucracy. There will be no external player who will make their cities. Imagine the Kherson region - part of it is occupied, there are few people, part of the de-occupied territory is shelled daily. I don't think that Kherson has a recovery strategy now. Now it's about survival strategy. You can propose to the local authorities to build modular houses and they will agree, but that is different. We have to change the approach. We are a working country, not a destroyed one."

 

Separately, he emphasized the positive effect of digitalization, which allows overcoming corruption.

 

💬"There are many interested businesses. They come to talk and that's it. I am ready to speak, but we want a result, - said the Head of the Reconstruction Agency. - There are single companies that come to Ukraine and work with us. Not through the Internet, Zoom or by sending books, but here. We are happy to provide all the information, to demonstrate how it works on the site. Those who live abroad think that everything is ruined here. There are risks, but we are working. We understand that you don't want to work near the border, but we don't offer it. We are changing tenders, qualification requirements, and implementing digitalization. You can arrange an office, hire employees here. If you encounter a problem - come to us. We respond to problems, we do everything we can."

 

🏗️Mustafa-Masi Nayem emphasized that the final customer is always the citizens: "The main responsibility should be on local communities. We support decentralization. We help those regions that do not have the opportunity to rebuild on their own." He noted that if the restoration project covers several regions, then they cannot cope on their own: "We help if our help is needed. Who should coordinate all this? I don't think it should be one subject. The main thing is to develop project prioritization and reconstruction policy."
